Resumen
El logro de un turismo sostenible como proceso continuo, requiere un seguimiento constante de los impactos para introducir las medidas preventivas o correctivas necesarias. (OMT,2004). La nueva etapa del desarrollo de la actividad turística en Cuba exige una política que haga corresponder la diversificación de la oferta con la nueva demanda, lo que equivale a la necesidad de una nueva concepción del turismo en términos de destino integral y sostenible. La ciudad de Santa Clara cuenta en la actualidad con un amplio potencial para el desarrollo de la actividad privada en el sector turístico, especialmente en el área de alojamiento, aunque se aprecia cierta disparidad en cuanto a los objetivos perseguidos por los actores público y privado-individual, entorpeciendo las posibles y necesarias relaciones que deberían establecer. Dichas relaciones se deben sustentar en un sistema de indicadores que permita orientar la toma de decisiones para conseguir los objetivos fijados en función de la cooperacion entre actores. Como base conceptual para la propuesta en este estudio se utiliza la Guía práctica - Indicadores de desarrollo sostenible para destinos turísticos desarrollada por la Organización Mundial del Tursimo 2005 atendiendo a que sus directrices para el desarrollo sostenible del turismo son aplicables a todas las formas de turismo en todos los tipos de destinos. Se propone un sistema de indicadores de sostenibilidad turística que permita mejorar las relaciones entre actores favoreciendo la adopción de políticas públicas y su seguimiento como un instrumento para promover la participación responsable de los actores con intereses en el destino.
The achievement of sustainable tourism as a continuous process requires constant monitoring of the impacts to introduce the necessary preventive or corrective measures. (OMT, 2004). The new stage of the development of tourism activity in Cuba requires a policy that corresponds the diversification of supply with the new demand, which is equivalent to the need for a new conception of tourism in terms of an integral and sustainable destination. The city of Santa Clara currently has a wide potential for the development of private activity in the tourism sector, especially in the area of accommodation, although there is a certain disparity in terms of the objectives pursued by public and private actors. Obstructing the possible and necessary relationships that should be established. These relationships must be based on a system of indicators that allows decision-making to be guided in order to achieve the objectives set in terms of cooperation among actors. As a conceptual basis for the proposal in this study, the Practical Guide - Indicators of sustainable development for tourist destinations developed by the World Tourism Organization 2005 is used, taking into account that its guidelines for the sustainable development of tourism are applicable to all forms of tourism in all types of destinations. A system of tourism sustainability indicators is proposed to improve relations between actors, favoring the adoption of public policies and their follow-up as an instrument to promote the responsible participation of stakeholders with interests in the destination.
