Resumen
El mapeo de actores claves en el turismo es utilizado como herramienta de diagnóstico y gestión de proyectos desde la perspectiva de los actores sociales y sobre cómo se relacionan. En Cuba, después de la aplicación de los Lineamientos de la Política Económica y Social, se produce una apertura al sector privado-individual del alojamiento turístico, con un acelerado incremento del número de habitaciones pertenecientes a este sector de la economía. Tal es el caso de Cienfuegos, pero en el territorio no se aprovechan los beneficios de una colaboración efectiva entre los actores, dado por la carencia de conocimientos que esta podría aportar al desarrollo del sistema turístico local, por lo que se propone con la investigación diseñar los mapas de actores claves del alojamiento turístico en el territorio, aplicando las metodologías propuestas Alvarez (2015) y Tapella (2007), apoyado en técnicas cualitativas y cuantitativas; a partir de ello se identifican los intereses asociativos y se confeccionan los mapas de actores claves, donde se determina que los de más influencia e interés en el establecimiento de relaciones intersectoriales son el Gobierno Local y el Mintur, pero no poseen mecanismos legales que les permitan implementarlas, y se establecen premisas para la gestión efectiva de la actividad en el territorio.
The key actors mapping in tourism is used as a diagnostic and project management tool from the perspective of the social actors and the way how they relate itself. In Cuba, after the employment of the Guidelines of the Economic and Social Policy, an opening is made to the private-individual sector of the tourism accommodation, with an accelerated increase in the number of rooms that belong to this sector of the economy. Such is the case of Cienfuegos, but in the territory the benefits of an effective collaboration between the actors aren’t exploited, given by the lack of knowledge of what it could contribute to the development of the local tourism system, so it is proposed whit this research to design the key actors maps of the tourism accommodation in the territory, using the methodologies proposed by Alvarez (2015) and Tapella (2007), supported by the use of qualitative and quantitative techniques; from that the associative interests are identified and the key actors maps are drawn up, defining that the actors with the most influence and interest in the establishment of intersectoral relationships are the Local Government and the local office of tourism, but they do not have the legal mechanisms that allow them to implement it, and premises are established for the effective management of the activity in the territory.
