Resumen
La Alianza Bolivariana para las Américas (ALBA) constituye una propuesta que se suma al despertar de la conciencia de un nuevo liderazgo político, económico, social y militar en América Latina y el Caribe. Conforma, además, un modelo de integración económica de amplio alcance, que no se limita a lo comercial, sino que se dirige hacia la integración política, social, cultural, científica, tecnológica, entre otras, donde los derechos mercantiles no estarán por encima de los sociales. El
ALBA se fundamenta en la creación de mecanismos para crear ventajas cooperativas entre las naciones que permitan compensar las asimetrías existentes entre los países del hemisferio. Se basa en la cooperación de fondos compensatorios para corregir las disparidades que colocan en desventaja a los países débiles frente a las primeras potencias. Con el fin de fortalecer y poder competir en mejores condiciones dentro del hemisferio, se sustenta con la creación y ya funcionamiento de dos instituciones
financieras, el Banco del ALBA y el del Sur. Estas instituciones constituyen pasos importantes para el desarrollo económico y social de los países de la región y más que eso, son instrumentos de financiamiento de los países miembros del ALBA para
eliminar la dependencia generada por el endeudamiento externo y abolir las condiciones impuestas por los organismos internacionales como el FMI y el BM. A este objeto se dedica la presente investigación.
The Bolivian Alliance to Americas (ALBA) constitutes a proposal that it sinks to the awaken of the conscience of a new political, economic, social and military leadership in Latin America and the Caribbean. Also, it conforms a model of economic integration of wide reach that is not limited to the commercial thing, but rather it goes toward the political, social, cultural, scientific, technological integration, among other, where the mercantile rights won't be above the social ones. The ALBA is based on the creation of mechanisms to create cooperative advantages among the nations who permit to compensate the existent asymmetries among the countries of the hemisphere. It is based on the cooperation of compensatory funds to correct the disparities that place in disadvantage to the weak countries front of the first powers. With the purpose of to strengthen and to be able to compete under better conditions inside the hemisphere, it is sustained with the creation and already operation of two financial institutions, the ALBA Bank and that of the South. These institutions constitute important steps for the economic and social development of the countries of the region and also, they are instruments of financing of the ALBA countries members to eliminate the dependence generated by the external indebtedness and to abolish the imposed conditions by the international organisms as the IMF and the BM. To this object is devoted the present investigation.
