Resumen
The project ¨Support to the Habitat¨ sponsored by the Agency Switzerland for the
Cooperation and the Development (COSUDE) and coordinated by the Center of
Investigation and Development of Structures and Materials of Construction (CIDEM), the project works in the transfer of technologies for the assembly and setting in march of new capacities of ecomateriales production and they impel the construction, rehabilitation and repair of housings in Cuban numerous municipalities, as necessity of this project, the present work proposes a methodology to determine the economic, social and environmental impact that take place on the municipalities where the project is developed. For their making different authors' existent methods and institutions were analyzed, endorsed internationally and used in Cuba, they were carried out technical of experts' approach to define the variable, dimensions and indicators of the tool keeping in mind the local characteristics and of the project. This instrument was translated to a simple form of application, in such way that a person of half level can understand it and to apply it, to evaluate the impact is used technical as the interview, the questionnaire and the inquiry.
he method was applied as test pilot to three municipalities of the county of Villa Clara, where you could perfect the evaluation tool, you confirmed the dependability of the techniques that were used and the validity of the instrument in general obtaining important results
El proyecto ¨Apoyo al Hábitat¨ patrocinado por la Agencia Suiza para la Cooperación y el Desarrollo (COSUDE) y coordinado por el Centro de Investigación y Desarrollo de Estructuras y Materiales de Construcción (CIDEM), trabaja en la transferencia de tecnologías para el montaje y puesta en marcha de nuevas capacidades de producción de ecomateriales e impulsan la construcción, rehabilitación y reparación de viviendas en numerosos municipios cubanos, como necesidad de este proyecto, el presente trabajo propone una metodología para determinar el impacto económico, social y ambiental que se producen sobre los municipios donde se desarrolla el proyecto. Para su confección se analizaron métodos existentes de diferentes autores e instituciones, avalados internacionalmente y utilizados en Cuba, se realizaron técnicas de criterio de expertos para definir las dimensiones, variables e indicadores de la herramienta teniendo en cuenta las características locales y del proyecto. Este instrumento fue traducido a una forma sencilla de aplicación, de manera tal que una persona de nivel medio pueda entenderlo y aplicarlo, para evaluar el impacto se utilizan técnicas como la entrevista, el cuestionario y la indagación. El método fue aplicado como prueba piloto a tres municipios de la provincia de Villa Clara, donde se pudo perfeccionar la herramienta de evaluación, se confirmó la confiabilidad de las técnicas que se utilizaron y la validez del instrumento en generalobteniendo resultados importantes.
