Resumen
En la construcción existen aspectos muy importantes como el tiempo y el costo que son
objetivos fundamentales de los proyectos.
Aun cuando la premisa de cualquier empresa constructora es terminar una obra en el
menor tiempo y costo posible, no parece explicable como las nuevas técnicas no
logran optimizar al máximo el tiempo programado y el presupuesto fijado al inicio de
cada nuevo proyecto y que la mayoría de las obras no cuenten con proyectos de
organización de obra. Esta situación tiende a manifestarse fundamentalmente en
países con economías y mercados débiles.
Tomando estos aspectos como punto de partida se realiza la siguiente investigación,
que consta de un primer capítulo donde se hace un análisis conceptual de los objetivos
costo y tiempo y su comportamiento en el entorno mundial y nacional.
Además contiene un segundo capítulo con un estudio de estos objetivos en Cuba y en
especial en obras de la región central del país, y un tercero en el que mediante la
consulta a numerosos especialistas y la realización de encuestas se conocieron las
causas y posibles soluciones a los problemas encontrados formulando posteriormente
conclusiones y recomendaciones que permiten mejorar el que se considera el peor
problema de las construcciones en Cuba.
In the construction exist importants aspects like the time and the cost; they are essencial objectives of projects. Still when the premise of any company manufacturer is to finish a work in the smallest time and possible cost, It doesn't seem accountable as the new techniques they are not able to optimize to the maximum the programmed time and the budget fixed to the beginning of each new project and that most of the works don't have projects of work organization. This situation spreads to show fundamentally in countries with economies and weak markets. Taking these aspects like starting point was carried out the following investigation that consists of a first chapter where he/she is carried out a conceptual analysis of the objective cost and time, what will allow to analyze its behavior in the world and national environment. Also carried out a second chapter where one carries out a study of these objectives in Cuba, especially in works of the central ground of the country and a third chapter by means of consult of numerous specialists and the surveys applications let to know the causes and possible solutions to the problems founded, formulating conclusions and recommendations later on for the solution of the detected problem
