Resumen
El proceso de ciencia e innovación tecnológica (CEIT) es un proceso sustantivo de las universidades cubanas y necesita para su gestión responder a los estándares de calidad de manera integrada al cumplimiento de los objetivos de la planeación estratégica, por lo que la Facultad de Derecho (FD) precisa de un procedimiento que le permita organizar el proceso para mejorar su desempeño en esta área de resultado clave. Para dar solución a lo anteriormente señalado se propone como hipótesis de la presente investigación “La aplicación de un procedimiento que para diseñar la gestión del proceso de CEIT permite la organización del proceso que responda a los criterios establecidos para la evaluación institucional y la gestión de su calidad” En el presente trabajo se describe la forma en que se puede integrar la gestión de la calidad y la planeación estratégica en la FD con el diseño del procedimiento propuesto. Se comienza con la revisión bibliográfica para establecer el marco teórico de la gestión de procesos universitarios, a continuación se caracteriza la FD y se describe el procedimiento para el diseño de la gestión de procesos. Con posterioridad se aplica el procedimiento en la gestión del proceso de CEIT de la FD.
The science process and technological innovation is a key process of the Cuban universities and needs for its administration to respond to the standards of quality, integrated to the execution of the objectives of the strategic planning, for this cause need a procedure that allows him to organize the process to improve its acting in this area of key result. To give solution to the previously indicated it intends as hypothesis of the present investigation "The application of a procedure to design the management of the process of CeIT allows the organization of the process that responds to the established approaches for the institutional evaluation and the management of its quality" In the present work is described the form in that it can be integrated the management of the quality and the strategic planning with the design of the proposed procedure. It begins with the bibliographical revision to establish the theoretical mark of the management of the quality of the process of CeIT in the universities, specifying the characteristics of the quality in the Cuban universities. The next step will be to characterize and current situation of the process of CeIT, as well as the System of Management of the Science and the Technological Innovation of the UCLV. After it describe the procedure for the design of the Management of the process of CeIT, the sub-processes and activities that conform it, as well as the responsibilities that are implied in the same one.
