Resumen
La presente investigación desarrolla el diseño de un Sistema de Gestión Ambiental
para la Escuela de Hotelería y Turismo “Alberto Delgado Delgado” de Villa Clara,
como respuesta a la necesidad creciente del perfeccionamiento del desempeño
organizacional en esta temática y de la implementación de una herramienta que,
además de constituir un valioso medio de enseñanza en la formación y
capacitación ambiental de los Recursos Humanos del sector turístico en el
territorio, avale la autoridad del centro como rector de Medio Ambiente en el
turismo villaclareño. Teórica y metodológicamente fundamenta la validez de la
sostenibilidad como modelo de desarrollo y propone un sistema de indicadores
para este tipo de institución. Mediante el empleo de una metodología adaptada a
las condiciones específicas del centro, incluye la elaboración del diagnóstico
ambiental con la correspondiente determinación de los aspectos ambientales del
desempeño institucional, utilizando técnicas de análisis tales como la encuesta, la
entrevista, el estudio de documentos, entre otros. Como resultado principal, se
propone el diseño del Sistema de Gestión Ambiental, adecuado a las condiciones
específicas del centro, los resultados parciales de su implementación como
contribución al perfeccionamiento del desempeño ambiental de la organización y
su validación mediante el método de juicio de expertos con el que se corrobora la
factibilidad de su aplicación y las perspectivas implícitas en ello de integración con
los Sistemas de Gestión de Calidad, y de Seguridad y Salud como respuesta a las
actuales tendencias de la gestión en el mundo.
This research presents a design of a system of environmental management for the “Alberto Delgado” School of Tourism and Hotel Management in Villa Clara Province. The research comes about as a response to the ever-growing need for the improvement of organizational performance as to environmental issues, as well as to the acknowledgement of the existing need for a tool that would both constitute a valuable teaching aid for the environmental education of the human resources of the sector of tourism in the territory and be proof of the authority of the school as the leading entity for environmental studies in the field of tourism in the province. Based on theoretical and methodological foundations, sustainability is presented as a model for further development, and a system of specific indicators is proposed for this type of teaching centre. By means of the use of a methodology adapted to the specific conditions of the field of study, the research includes the environmental diagnosis with its corresponding determination of the environmental aspects of institutional performance. For this, some analysis techniques such as questionnaires, interviews, and study of documents –among others- were used. The main outcome of the research is the design of a System for Environmental Management, adapted to the specific conditions of the training centre, and the partial results of its implementation as a contribution to the improvement of the environmental performance of the organization. The validation is carried out by using the criteria of experts, which validates the feasibility of the implementation of the system and the perspectives it has to be integrated with quality management systems, and security and health systems, so as to be in tune with present management trends in the world.
