Diagnóstico preliminar de la gestión del hábitat a escala municipal y su influencia en la vivienda local por autoconstrucción

Resumen
El siguiente trabajo de diploma está dirigido a dotar a las autoridades locales y al grupo de trabajo del Proyecto Hábitat 2 de un diagnóstico preliminar de la gestión del hábitat a escala municipal, así como su influencia en la vivienda local por autoconstrucción, mediante la aplicación de métodos y técnicas que ayuden a esclarecer las características y actores principales de los diferentes campos de la gestión.
Se realizó un análisis de los antecedentes generales a escala internacional y nacional sobre la gestión del hábitat y su influencia en la autoconstrucción, con el fin de establecer las tendencias actuales de la gestión y su comportamiento en Cuba. Como resultados de tres talleres sobre la gestión desarrollados por el Proyecto Hábitat 2, se identificaron las características de los cinco campos en los que se divide esta, el mapeo de sus actores claves, los principales problemas y “cuellos de botella” que existen en la gestión municipal, a partir de los cuales se llegaron a posibles medidas y propuestas para su solución.
The following diploma work is directed to provide the local authorities and the workgroup of the Habitat 2 Project of a preliminary diagnosis of the management of the Habitat to a municipal scale, as well as its influence in the local housing for auto construction, through the application of methods and technologies of mapping that help to clarify the characteristics and principal actors of the different fields of the management. There was carried out an analysis of the general precedents to an international and a national scale on the management of the habitat, and its influence in the auto construction, in order to establish the current tendencies of the management and its behavior in Cuba. As results of three workshops on the management developed by the Project Habitat 2, we identified the characteristics of five fields in which this one is divided, the mapping of its actors keys, the principal problems and “bottle necks” that exist in the municipal management, from which they went over to possible measurements and proposals for its solution.
