To carry out this objective, a theoretical reference framework was elaborated based on the analysis of the usable bibliography and other sources of information related to the subjects under study. In addition, with the different concepts and tools found about competencies, competence profiles for competences, norms of writings of the manuals of procedures and the management of human resources in the Institutions of Higher Education, a library of competences was prepared and in turn a manual of procedures to comply with the objective proposed in said institution. With the elaboration of the flow of activities, the steps to be followed in the elaboration of competency charge profiles were represented, based on the analysis of the functions described in the job qualifiers and the professions, identifying a set of risks to which they were assigned. proposed the relevant measures to minimize the effect they imply.
