Resumen
En tanto las ciudades constituyen el motor económico de un país, y su desafío está en incrementar su desempeño económico y hacerlas más sostenibles, el presente resultado científico, fundamenta la factibilidad de la gestión de implementación del proceso de Regeneración Urbana para el Boulevard de Santa Clara, aprobado por la Asamblea Municipal del Poder Popular en 2016, como parte del Plan Especial de Desarrollo Integral (PEDI) del Centro Histórico. La implementación ejecutiva del Proyecto de Regeneración Urbana para el Boulevard de Santa Clara, en sus diferentes fases, contribuye a la gestión de desarrollo sostenible e inclusivo, en tanto moviliza plusvalía en esta importante zona central, donde el suelo urbano, es considerado, fuente de recursos financieros en el marco de la propiedad estatal, siendo el proceso de empoderamiento local para mejorar los Planes y las ejecuciones de las políticas públicas del estado a modo de fortalecimiento institucional de la planificación física y el urbanismo, al emplear instrumentos innovadores de gestión, planificación y ejecución de políticas, programas y proyectos urbanos. El resultado evalúa y ajusta el planeamiento estratégico, físico espacial de la Regeneración Urbana del Boulevard de la Calle Independencia, bajo los efectos de la práctica social del proceso ejecutivo, convirtiendo al sector en objeto de transformaciones de impacto social, económico y espacial, al movilizar inversiones urbanas que generan prosperidad, al mismo tiempo que se eleva la calidad de vida urbana, con énfasis en la equidad y el género, para hacerla más sostenible, segura, y resiliente. Al tiempo que argumenta su importancia y actualidad internacional, al sincronizar el Objetivo de Desarrollo Sustentable ODS 11, del Programa ONUHábitat, con la implementación de la Nueva Agenda Urbana adoptada para Cuba, que ha definido su Plan de Acción Nacional (PAN), para lograr los cambios de paradigma en la urbanización, planificación y gestión urbana.
In the meantime, cities constitute the economic engine of a country and its challenge lies on increasing its economic improvement and make them more sustainable, the present scientific result, states the possibility of managing the implementation of the process of the urban regeneration of boulevard in Santa Clara city, approved by the Municipal Assembly of the Popular Authority in 2016, as part of the Special Plan of Integral Development (PEDI) of the Historical Center. The executive implementation of the Project of urban regeneration of boulevard in Santa Clara city, in its different phases, contributes to the management of the sustainable and inclusive development, though, it activates unearned increment in this important central zone, where the urban soil is considered a base of financial sources in the state property framework, being the process of local supremacy to improve the plans and execution of the public policy of the state as a way of institutional strength of the physical and urban planning to use instruments innovators of management, planning and policy executions, programs and urban projects. This result assesses and adjusts the strategical planning, physical spatial of the urban regeneration of the boulevard on Independence street, under the effects of the social practice of the executive process, becoming this sector an object of renovations of social, economic and spatial impact, toward mobilizing urban investments that generate prosperity, and at the same time it increases the quality of the urban way of life emphasizing in equity and genre, to make them more sustainable, safe and solid . At the same time, it states its current international importance, to coordinate the objective of the sustainable development ODS 11, of the ONU- Habitat Program, with the implementation of the New Urban Agenda embraced by Cuba, that has defined its Plan of National Action (PAN) to achieve the paradigm changes in the urbanization, planning and urban management.
