Resumen
Los procesos de integración en América Latina y el
Caribe aparecen, cada vez con más fuerza, como una
lógica respuesta colectiva frente a la necesidad de una
concertación para encarar colectivamente los desafíos
que entraña el complejísimo proceso de inse rción de las
economías de los países en la economía global, con
razón, si observamos los nuevos esquemas bilaterales de acuerdos
asimétricos que están sucediendo en nuestro hemisferio con su
exponente mas fuerte en la imposición del ALCA. Sin embargo, las
naciones que más requieren de las ventajas que se pueden derivar de la
integración, son los subdesarrollados, por su propia condición y sobre
todo por la deformación estructural de sus economías, debido a ello
surge La Alternativa Bolivariana para América Latina y El Caribe (ALBA)
que es una propuesta de integración diferente. Mientras el ALCA
responde a los intereses del capital trasnacional y persigue la
liberalización absoluta del comercio de bienes y servicios e inversiones, el
ALBA pone el énfasis en la lucha contra la pobreza y la exclusión social
y, por lo tanto, expresa los intereses de los pueblos latinoamericanos.
Cuba considera esta alternativa como una gran oportunidad para que
nuestra América pueda lograr justicia económica y social.
Las posibilidades y la importancia de la inserción de Cuba en el gran
proyecto integracionista del ALBA, son significativas, no solo para la
Isla, sino además para el resto de los países que progresivamente se
incorporan al proyecto, que de hecho es liberador porqu e tiende al logro
real del desarrollo de nuestros países. El trabajo que presentamos está
encaminado precisamente a mostrar las características y potencialidades
del ALBA y las oportunidades que para el desarrollo de Cuba tiene el
mismo.
The integration processes in Latin America and the Caribbean appear, every time with more force, like a logical collective answer in front of the necessity of an agreement to face the challenges that it involves the complex process of insert of the economies of the countries in the global economy, collectively with reason, if we observe the new bilateral outlines of asymmetric agreements that are happening in our hemisphere to their exponent but strong in the imposition of the ALCA. However, the nations that more they require of the advantages that can be derived of the integration, they are the underdeveloped ones, for their own condition and mainly for the structural deformation of their economies, due to The Alternative Bolivariana it arises it for Latin America and The Caribbean (ALBA) that is a proposal of different integration. While the ALCA responds to the interests of the transnational capital and it pursues the absolute liberalization of the trade of goods and services and investments, the ALBA puts the emphasis in the fight against the poverty and the social exclusion and, therefore, expressed the interests of the Latin American towns. Cuba considers this alternative as a great opportunity so that our America can achieve economic and social justice. The possibilities and the importance of the insert of Cuba in the ALBA great project integracionista, they are significant, not alone for the Is,and, but also for the rest of the countries thAt progressively iNcorporate to the project that iN fact it is liberaD or because it spreads to the real achievement of the development of our countries. The work that we present is in fact guided to show the characteristics and potentialities of the ALBA and the opportunities that he/she has the same one for the development of Cuba.
