Resumen
El presente trabajo tiene como objetivo proponer un Programa y Plan de Acciones para la mitigación del hábitat en riesgo en poder
de grupos vulnerables o desventaja social con el objetivo de definir participativamente políticas para la gestión de mitigación del
hábitat en riesgo, tanto de carácter patrimonial como en barrios precarios, todo lo cual se corresponde con la actualización del nuevo
Modelo Económico y Social Cubano y se complementa con la contribución del Proyecto Internacional Hábitat 2 de la Agencia Suiza
para el Desarrollo y la Cooperación.
Como vía factible para el logro de este objetivo se implementa por vez primer en el marco del Proyecto Hábitat 2 la Red Local del
Observatorio Urbano como entidad virtual que permite la observación y monitoreo de un sistema de indicadores que responde a los
objetivos de la tarea planteada y abarca el Sistema de Asentamientos Humanos de carácter urbano del Municipio de Remedios.
Así mismo se desarrolla el órgano ciudadano y el Sistema de Información Geográfica que junto al sistema de indicadores propuestos
en el presente conforman los elementos componentes del Observatorio Urbano, lo cual es un Sistema de Base de Datos de especial
importancia para la formulación de programas y planes de acciones que concreten políticas y estrategias viables para la gestión local
de mitigación del hábitat en riesgo.
The present work has as objective to offer a Program and Plan of Stocks for the mitigation of the habitat in risk in power of vulnerable groups or social drawback with the objective of defining political participativamente for the management of mitigation of the habitat in risk, so much of patrimonial character as in precarious neighborhoods, all that which belongs together with the upgrade of the Cuban new Economic and Social Model and it is supplemented with the contribution of the Project International Habitat 2 of the Agency Switzerland for the Development and the Cooperation. As via feasible for the attainment of this objective is implemented per time first in the frame of the Project Habitat 2 the Local Network of the Urban Observatory as virtual entity that allows the observation and monitoring of a system of indicators that it responds to the objectives of the outlined task and it embraces the urban System of Human Establishments of character of the Municipality of Remedies. Likewise it is developed the civic organ and the System of Geographical Information that conform the component elements of the Urban Observatory next to the system of indicators offered presently, that which is a system of System of Data base of special importance for the formulation of programas and plans of stocks that they sum up political and viable strategies for the local management of mitigation of the habitat in risk.
