dc.description.abstractEl presente Trabajo Diploma se realiza con el objetivo de diseñar una herramienta de evaluación-diagnóstico del desempeño de los órganos cubanos de gobierno local, de manera que se ajuste a los fundamentos teóricos del ciclo Planificar-Hacer-Verificar-Actuar, y de los modelos de gestión de la calidad y ambiental que amparan las normas NC ISO 9001:2008 y NC ISO 14001:2004. También se tuvo en cuenta, para el diseño de la herramienta, la estructura y funciones de los órganos de gobierno local en Cuba y las propuestas realizadas por W. Pérez et al., referente a la gestión de las variables antes enunciadas en estos órganos. En función de lograr este objetivo se realiza primeramente una revisión bibliográfica del tema fundamentado por un análisis valorativo y crítico del estado del arte y la práctica. Seguidamente se presenta el diseño, estructura y descripción de la herramienta de evaluación-diagnóstico. Por último, se muestran los resultados de validación de la herramienta propuesta. Los resultados demuestran que por medio del uso de la herramienta propuesta en los órganos cubanos de gobierno local se puede viabilizar el proceso de toma de decisiones en función de la mejora del desempeño de estos órganos en materia de gestión de la calidad y ambiental.en_US
dc.description.abstractThis investigation is made with the objective of designing an evaluation-diagnose tool for the development of the Cuban organs of the local government, in the way that it is adjusted to the theoretical foundations of the Planning-Making-Verifying-Acting cycle, and of the models of quality and environmental gestion which support CN ISO 9001:2008 y CN ISO 14001:2004 norms. Besides, for the designing of the tool the structure and functions of the organs of the local government were taken into account in Cuba and the proposals made by W. Pérez et al., in reference to the gestion of the previous mentioned variables in these organs. First, in function of achieving this goal a bibliographic revision was developed of the theme founded by a valorative and critical analysis of the state of art and practice. Afterwards, the design structure and description of the evaluation-diagnose tool is presented. Finally, the results of the validation of the proposed tool are showed. The results demonstrate that by means of the usage of the tool proposed in the Cuban organs of the local government the process of taking decisions can be easily developed to improve the development of these organs in the matter of quality and environmental gestion.en_US
