Resumen
La ubicación geográfica de Cuba la hace vulnerable a la ocurrencia de disímiles
fenómenos atmosféricos, desde frentes frio hasta huracanes de gran intensidad.
Muchos de estos eventos provocan grandes inundaciones a partir de las lluvias
asociadas a los mismos. En este contexto, los sistemas de alerta temprana son
herramientas que permiten la toma de decisiones para evitar o reducir su riesgo. En
Villa Clara, durante el transcurso del huracán Irma y lluvias posteriores, se puso a
prueba el sistema de alerta temprana contra inundaciones el cual demostró
limitaciones en su puesta en marcha desde el punto de vista objetivo y subjetivo. En
este trabajo se elaboró un procedimiento que orienta la implementación del Sistema
de Alerta Temprana para inundaciones en la Empresa de Aprovechamiento Hidráulico
de Villa Clara a partir de interrelacionar la información aportada por diferentes
entidades con el trabajo del Grupo de Gestión Hídrica para garantizar una respuesta
rápida y operativa ante este fenómeno.

Many of these events cause large floods from the rains associated with them. In this context, early warning systems are tools that allow decision-making to avoid or reduce their risk. In Villa Clara, during the course of Hurricane Irma and subsequent rains, the system of early warning against floods was tested which showed limitations in its implementation from the objective and subjective point of view. In this work, a procedure was elaborated that guides the implementation of the Early Warning System for floods in the Hydraulic Utilization Company of Villa Clara, from the interrelation of the information provided by different entities with the work of the Water Management Group to guarantee a rapid response and operational before this phenomenon.
