Resumen
Un adecuado diseño del Sistema de Gestión de la Seguridad e Higiene
Ocupacional se hace necesario para las empresas Venezolanas el cual requiere ser
visto de diferentes ángulos y al tanto de las exigencias actuales, es decir, el poseer
un sistema que gestione la seguridad y la salud ocupacional, sin ambigüedades que
permita el mejoramiento continuo, todo esto basado en requerimientos normativos y
organizativos aplicables que proporcionen condiciones seguras de trabajo. En la
presente investigación se plantea la propuesta de un Sistema de Gestión de
Seguridad e Higiene Ocupacional dirigida a empresas Venezolanas, basadas en el
propio documento del Sistema de Gestión de Seguridad e Higiene Ocupacional
venezolano elaborado por la Comisión Venezolana de Normas Industriales
(COVENIN) y de otros SGSHO internacionales como el muy conocido Occupational
Health and Safety Management Systems (OHSAS) y el muy reciente Proyecto de
directrices técnicas de la OIT sobre Sistemas de Gestión de la Seguridad y la Salud
en el trabajo que aun se encuentra en discusión. La revisión, análisis y comparación de estos sistemas logro permitió hacer una propuesta para el diseño de Sistemas de Gestión de Seguridad e Higiene Ocupacional en empresas Venezolanas.
A design Occupational Health and Safety Management System appropriate becomes necessary for the Venezuelan companies which requires to be seen by different angles consequent with the present time, it means, have a Occupational Health and Safety Management System, without ambiguities that allows the continuous improvement. All of this is based on applicable normative and organizational requirements that provide sure conditions of work. The present investigation outlines the proposal of an Occupational Health and Safety Management System directed to Venezuelan companies, it is based on the own document of Venezuelan Occupational Health and Safety Management System elaborated by the Venezuelan Industrial Norms Commission (COVENIN) and of other International systems of Administration like the well known Occupational Health and Safety Management System (OHSAS) and the very recent Project of technical guidelines of the ILO in Occupational Health and Safety Management System that is even in discussion. The revision, analysis and comparison of these systems achievement to allow the proposal for the design of Occupational Health and Safety Management System which hopes to be base for future investigations and that its allows to improve the work conditions and health of the labour force of each country if the conditions allow it.
