Propuesta de Procedimiento para el manejo eficiente de las Cuentas por Cobrar y Pagar en la Geominera del Centro, Villa Clara

Abstract

La presente investigación desarrolla la temática de la cadena de impagos en la Empresa Geominera del Centro perteneciente al Ministerio de la Industria Básica (MINBAS). El trabajo incluye la propuesta de procedimiento a utilizar por la entidad en la administración más eficiente de las cuentas por cobrar y por pagar. El diagnóstico realizado en una cohorte de 3 años comprendido entre el 2010-2012 se basó en la combinación de técnicas de análisis cuantitativas y cualitativas; dentro de ellas el análisis de los Estados Financieros, la revisión documental de expedientes de clientes y proveedores así como la aplicación de un cuestionario, permitiendo identificar las principales problemáticas que hoy presenta la empresa en materia de cobros y pagos. La normativa legal que ampara el funcionamiento de estas cuentas en el sistema empresarial cubano (la Resolución 101/2011 del MEP), fueron de obligada consulta en el transcurso de la investigación. Este estudio analítico permitió crear las bases para enmarcar la propuesta del procedimiento para la gestión más eficiente de las cuentas por cobrar y pagar de acuerdo a las características del ministerio y de la empresa propiamente. Finalmente se expone el procedimiento propuesto, delimitando sus etapas y pasos. El mismo es aplicable al universo de las relaciones económicos – contractuales que se establecen en la empresa Geominera del Centro y sus UEB con entidades subordinadas al MINBAS entre sí o con terceros con independencia del tipo de moneda a utilizar. Por lo que se considera de gran utilidad para la empresa en la medida que este sea aplicable, y que su incidencia en los resultados económicos y financieros de la entidad sean favorables.The present investigation develops the thematic of the chain of unpaid in the Company Geominera of the Center belonging to the Ministry of the Basic Industry (MINBAS). The work includes the procedure proposal to use for the entity in the most efficient administration in the bills to get paid and to pay. The diagnosis carried out in a 3 year-old cohort understood among the 2010-2012 was based on the combination of technical of quantitative and qualitative analysis; inside them the analysis of the States Financiers, the documental revision of clients' files and suppliers as well as the application of a questionnaire allowed to identify the main ones problematic that today it presents the company as regards collections and payments. The normative one legal that aids the operation of these bills in the Cuban managerial system (the Resolution 101/2011 of the MEP), they were of having forced consultation in the course of the investigation. This analytic study allowed to create the bases to frame the proposal of the procedure for the most efficient administration in the bills to get paid and to pay according to the characteristics of the ministry and of the company properly. Finally the proposed procedure is exposed, defining its stages and steps. The same one is applicable to the universe of the economic relationships - contractual that Geominera of the Center and their UEB settle down in the company with subordinate entities to the MINBAS to each other or with third with independence of the currency type to use. For what is considered of great utility for the company in the measure that this it is applicable, and that its incidence in the economic and financial results of the entity is favorable.
