Resumen
La presente investigación fue desarrollada en la Empresa Militar Industrial Mayor
General Ignacio Agramonte y Loynaz (PLAMEC) ubicada en la Circunvalación Norte
Km. 81 2 municipio Camaguey, provincia de Camaguey. La empresa se caracteriza por
una gestión basada en un Sistema de Calidad regido por normas internacionales, en la
consolidación del Sistema de Costos y de la administración financiera, en la
cooperación y la utilización máxima de las capacidades instaladas.
En estos momentos la empresa se encuentra inmersa en el mejoramiento de su
Sistema de Gestión de la Calidad el cual se fundamenta en los requisitos de la Norma
ISO 9001: 2001. Como parte de este mejoramiento se pretende suplir las deficiencias
que presenta el sistema de indicadores actuales mediante la propuesta de un
procedimiento para el despliegue del Cuadro de Mando Integral. La confección y
aplicación práctica, aunque limitada, de este procedimiento de manera que se ajuste a
la estructura del Sistema de Gestión de la Calidad de la empresa, constituye el objetivo
general de la presente investigación.
Para alcanzar los objetivos propuestos se aplicaron disímiles técnicas como: análisis de
documentos y registros, análisis funcional, observación directa, trabajo con softwares
informáticos de procesamiento de textos, técnicas de síntesis y análisis comparativos y
dinámica de grupos.
Como resultado de la aplicación de estas técnicas y en consecuencia con el objetivo
general y con los específicos propuestos para esta tesis de pregrado se obtuvieron los
siguientes resultados:
����� se alcanzó a desarrollar un procedimiento para el despliegue del Cuadro de
Mando Integral, como parte del perfeccionamiento del Sistema de Gestión de la
Calidad, que se ajusta a las condiciones de la empresa.
����� se analizaron las condiciones que influyen en la empresa y se determinó el
sistema de debilidades, oportunidades, amenazas y fortalezas para definir los
objetivos estratégicos.
����� se clasificaron los objetivos estratégicos y se enfocó el sistema de indicadores
hacia la consecución detallada de los mismos.
The present investigation was developed in the Empresa Militar Industrial Mayor General Ignacio Agramonte y Loynaz (PLAMEC) that is located in the North Circumvallation Km 8, municipality of Camaguey in Camaguey province. This enterprise it is characterized by a management based in a Quality System that is ruled by international norms, in the consolidation of the Costs System and the financial management and in the cooperation and maximum utilization of the installed capacities. At this moments the enterprise is working in the improvement of their Quality Management System which is based in the requirements of the ISO 9001:2001. As part of this improvement it is pretended to eliminate the deficiencies in the actual Indicator System trough a propose of a procedure for the display of the Balanced Scorecard. The confection and the practical application, although is limited, of this procedure in a certain way fixed to the structure of the Quality Management System in the enterprise is the general objective of the present work. For the achievement of the propose objectives a list of techniques were applied such as: registry and documents analysis, functional analysis, softwares for text processing were used, comparative analysis and brainstorms. As a result of the application of this techniques and attending to the general and specific objectives of this thesis the fallowing results were obtained: ����� A large quantity of bibliography was analyzed that, as a matter of fact, offers actualized aspects about the subjects, this aspects were of use for the subsequent development of the thesis. ����� A procedure for the display of the Balanced Scorecard was developed, as a part of the improvement of the Quality Management System, which is adequate to the needs of the enterprise. ����� The conditions that influence in the enterprise were analyzed and it was determinate the system of weaknesses, opportunities, threats and strengths as a base for the definition of the strategic objectives. ����� The strategic objectives were classified and the indicator system was focus to the detailed consecution of them.
