Resumen
El factor humano es el elemento más importante y decisivo de una organización y
su actual gestión desde la óptica de Capital Humano ha cobrado importante
relevancia en los tiempos actuales. Así mismo el conocimiento y aplicación de
técnicas econométricas basadas en modelación, permiten realizar el análisis
eficiente para determinadas políticas económicas, incluido el campo de los
Recursos Humanos. La presente investigación se desarrolla en la Empresa
Electroquímica de Sagua la Grande (ELQUIM) donde se ha establecido el sistema
de gestión integrada de capital humano (SGICH) acorde a la NC 3000-
2007(Norma Cubana) aprobada en nuestro país. El objetivo de este trabajo
consiste en diseñar y aplicar un modelo econométrico de tipo Probit que permita
evaluar políticas de capacitación dentro del Sistema de Gestión Integrado de
Capital Humano a partir del conocimiento de que la variable en estudio es de tipo
cualtitativa. Para el desarrollo de la investigación se partió de un estudio teóricometodológico
que aborda aspectos concernientes a la Gestión de Capital Humano
y la econometría. Se desarrolla un diagnóstico de esta Gestión en la Empresa
objeto de estudio, donde se detectan las principales fortalezas e insuficiencias por
subsistemas y finalmente se enfatiza en el proceso de Capacitación y Desarrollo
diseñando un modelo Probit de respuesta binaria para analizar los efectos que
tienen las variables independientes identificadas sobre la probabilidad de que un
trabajador participe o no en un programa de capacitación, aplicando el mismo a
una muetra para obtener e interpretar los resultados.

Present it investigation unrolls at Sagua's Company Electroquímica the Grande ( ELQUIM ) where the 3000-2007 (Standard Cuban) approved at our country has established the system of steps integrated of human capital ( SGICH ) in agreement to the NC itself. The objective of this work consists in laying plans and to apply an econometric model of type Probit that it permit evaluating policies of capacitation within Administration Integrado’s System of Human Capital as from knowledge that the variable under consideration is of type qualitative. For the development of investigation broke of theoretic study methodologies that he discusses concurring aspects to the Steps of Human Capital and the econometrics. The object of study develops a diagnosis of this Steps at the Company itself, where they detect the principal fortresses and insufficiencies for subsystems and finally it emphasize myself in Capacitatión's and development process designing a model Pro-Bit of binary answer to examine the effects that have the independent variables identified on probability that a worker participate or no in a program of capacitation, applying for the same a sign to obtain and to interpret the results.
