Abstract
El presente trabajo investigativo se desarrolla en la Dirección Territorial de ETECSA en
Villa Clara (DTVC), perteneciente al Ministerio de la Informática y las Comunicaciones
(MIC) con el objetivo de seleccionar un procedimiento para perfeccionar el diseño de los
perfiles de competencias para puestos y cargos de trabajo. En este sentido, se realizó un
diagnóstico de la situación actual del proceso de Capital Humano, específicamente a sus
procesos principales: Análisis y Descripción de los puestos de Trabajo, Selección,
Capacitación y Evaluación del Desempeño. Entre las principales técnicas y/o métodos
utilizados en la investigación se encuentran el análisis documental, la observación directa,
las entrevistas individuales, y la lista de chequeo. Como resultado de la investigación se
elaboraron los perfiles de competencias para los puestos de trabajo de Director Territorial
y Especialista B en Gestión de la Calidad, en la Dirección Territorial de ETECSA,
contribuyendo así a la relación técnico – organizativa entre las actividades claves de la
Gestión del Capital Humano.
The present investigative work is developed in the Territorial Direction of ETECSA in Villa Clara (DTVC), belonging to the Computer Science's Ministry and the Communications (MIC) with the objective of selecting a procedure to perfect the design of the profiles of competitions for positions and work positions. In this sense, she was carried out a diagnosis of the current situation of the process of Human Capital, specifically to their main processes: Analysis and Description of the positions of Work, Selection, Training and Evaluation of the Acting. Among the main ones technical and methods used in the investigation are the documental analysis, the direct observation, the individual interviews, and the checkup list. As a result of the investigation the profiles of competitions were elaborated for the positions of work of Territorial and Specialist Director B in Administration of the Quality, in the Territorial Direction of ETECSA, contributing this way to the relationship technician - organizational among the key activities of the Administration of the Human Capital.
