Resumen
La presente tesis aborda el tema del análisis estructural y de estrategias de actores para la proyección de estudios prospectivos en el municipio de Santa Clara. Partiendo de una hipótesis afirmativa de que si se realiza un análisis estructural y de estrategias de actores en el municipio de Santa Clara se
contribuye a fundamentar con mayor rigor los proyectos de estudios prospectivos para el diseño de escenarios futuros, respondiendo a una cuestión de tan connotada importancia ya que el país se encuentra en un momento de cambios en el plano económico por lo que se requiere de grandes estudios
prospectivos para lograr una buena planificación estratégica y no caer en el apresuramiento ni en la incertidumbre a la hora de diseñar determinados lineamientos. Para ello, el informe se compone de tres partes, la primera se dedica a abordar,
desde un análisis, las principales definiciones de lo que significa planificación y planificación estratégica; conceptos y definiciones básicas de prospectiva y su metodología.La investigación continúa demostrando la importancia que tiene que para hacer planificación estratégica debe incluir un estudio prospectivo. La segunda parte de la tesis, partiendo de lo anterior, se centra en el tema de
realizarle al municipio de Santa Clara un estudio diagnóstico donde se pueda concluir con una matriz que muestre las principales oportunidades, debilidades amenazas y fortalezas del municipio. La tercera se dirige a exponer parte de la metodología que se sigue en un estudio prospectivo, con el objetivo de realizar un análisis estructural y de estrategia de actores para fundamentar con mayor rigurosidad estudios prospectivos en el municipio de Santa Clara.
The present thesis approaches the topic of the structural analysis and of actors' strategies for the projection of prospective studies in the municipality of Santa Clara. Leaving of an affirmative hypothesis that if he/she is carried out a structural analysis and of actors' strategies in the municipality of Santa Clara is contributed to base with more rigor the projects of prospective studies for the design of future scenarios, responding to a question of so connoted importance since the country is in a moment of changes in the economic plane for what is required of big prospective studies to achieve a good strategic planning and not to fall in the hurry neither in the uncertainty when designing certain limits. For it, the report is composed of three parts, the first one is devoted to approach, from an analysis, the main definitions of what means planning and strategic planning; concepts and basic definitions of prospective and their metodología.La investigation continues demonstrating the importance that has that to make strategic planning it should include a prospective study. The second part of the thesis, leaving of the above-mentioned, it is centered in the topic of carrying out to the municipality of Santa Clara a diagnostic study where you can conclude with a womb that shows the main opportunities, weaknesses threats and strengths of the municipality. The third go to expose part of the methodology that is continued in a prospective study, with the objective of carrying out a structural analysis and of actors' strategy to base with more rigurosidad prospective studies in the municipality of Santa.
