Proyecto de Ideas Conceptuales para la gestión de planeamiento y diseño de desarrollo local en el "Corredor cultural y de servicios de la calle Independencia" de Santa Clara

Resumen
La calle Independencia, ubicada en el Centro
Histórico de Santa Clara, es la arteria comercial
más importante de la ciudad y contiene valores
patrimoniales, potenciales, en peligro de
desaparición. Para mitigar estos problemas, se
propuso una solución de proyecto de ideas
conceptuales para la gestión de planeamiento y
diseño de desarrollo local en la construcción del
“Corredor cultural y de servicio en el eje de la calle
Independencia”, que abarque desde el río
Cubanicay hasta el río Bélico. Los corredores
urbanos, han sido utilizados desde el surgimiento
de las ciudades, sin embargo se retoman como
motores impulsores de economías, que reconocen
la cultura como dimensión estratégica, con
excelentes ejemplos de aplicación, sobretodo en
el ámbito latinoamericano. La propuesta se
confeccionó a partir del empleo de enfoques
metodológicos actuales en el manejo y gestión
urbano-patrimonial tales como: “Procedimiento
metódico para planeamiento y plan especial de
la rehabilitación integral del hábitat urbano”.
(Artze, 1996) y “La metodología para la
confección de Atlas del Patrimonio Cultural” (Rey,
2010).
El modelo de gestión creado es liderado por una
entidad llamada Grupo Gestor con carácter
multidisciplinario, que aprovecha las capacidades
actuales y posibilidad futura del modelo
económico cubano, en función de la puesta en
valor del patrimonio cultural. Constituye una
propuesta que además de actores estatales
incluye el sector privado, desde el punto de vista
residencial y comercial y su desempeño en el
corredor propuesto a partir del conocimiento de
los valores a preservar. El proyecto fue validado
por especialistas expertos con técnicas
participativas reconocidas.
Independence street, located in Santa Clara's Historic Center, is the most important commercial artery of the city and has potential patrimonial values in danger of disappearing. To mitigate this problems a solution project of conceptual ideas was proposed for the planning and design of local development in the construction of a "Cultural and service corridor in Independence street axle" that will encompass from Cubanicay river to Bélico river. The urban corridors have been used since the creation of the cities, but they are being considered again as a way to develop the economy, recognizing the culture as a strategic dimension with excellent examples of its application in some Latin American cities. The proposal was created based in the use of actual methodological standpoints in the urban-cultural management like: "Methodological proceeding for the planning and special plan for the integral rehabilitation of the urban habitat". (Artze, 1996) and "Methodology for the creation of the Cultural Patrimony Atlas". (Rey, 2010). The management model created is leaded by a multidisciplinary group called Management Group, who takes advantage of now day capacities and future possibilities of Cuban economic model with the objective of getting revenue from the use of the cultural patrimony. This project includes state run entities and the private sector on the commercial and residential perspective and its performance within the proposed corridor taking in account the knowledge of the values to preserve. The project was validated by specialists with participative techniques of recognized value.
