Resumen
Cuba replantea la estrategia para la solución del problema de la vivienda adquiriendo importancia medular la producción local y venta de materiales de construcción. Ésta potencia la producción de todos los elementos para la construcción, renovación y rehabilitación de las viviendas, sobre la base de la utilización de los recursos naturales y tecnológicos existentes en las localidades y la disminución del consumo energético convencional y el aprovechamiento de los recursos naturales del entorno.
La presente investigación identifica a través de un estudio de caso en Sagua La Grande, las peculiaridades para el desempeño económico-social de la “Agrupación No 5” del territorio; valiéndose en lo fundamental del “Procedimiento para evaluar el desempeño económico-social de talleres de producción local de materiales de la construcción asociados a programas de desarrollo local” elaborado por S. Sánchez, y Y. Rodríguez (2018) que fuera utilizado para el análisis en el Taller de Aguada de Pasajeros; el cual sufrió modificación al adicionarse el “Cálculo de los costos de producción en pequeñas empresas privadas”, utilizado por D. Bermúdez y G. Donéstevez (2017) en el municipio S. Clara.
El crecimiento de la producción local de materiales de la producción es un factor que se erige en decisivo para el Programa de la vivienda, aunque no son pocas las dificultades existentes en dichos talleres locales derivados de la carencia de insumos provenientes de la gran industria y la compleja situación de la vivienda en donde Sagua La Grande no es una excepción.
Como resultado de la investigación se alcanza una evaluación del desempeño económico-social del taller “Agrupación 5” de Sagua la Grande, con el conocimiento del estado de los indicadores de eficiencia implicados en lo interno al taller y la observancia del beneficio social que este brinda al Programa de la vivienda en la localidad. El estudio se realizó a petición de los directivos del Proyecto “Hábitat II”, que administra la Facultad de Construcciones de la Universidad Central “Marta Abreu” de Las Villas, de cuyos resultados se beneficiará la comunidad donde se efectuó este y en una posible réplica el resto de los municipios involucrados en el Proyecto.

This boosts the production of all elements for the construction, renovation and rehabilitation of homes, based on the use of existing natural and technological resources in the localities and the reduction of conventional energy consumption and the use of the natural resources of the environment. The present investigation identifies, through a case study in Sagua La Grande, the peculiarities for the economic-social performance of the "Aggrupation No 5" of the territory; using basically the "Procedure to evaluate the socio-economic performance of local production workshops of construction materials associated with local development programs" prepared by S. Sánchez, and Y. Rodríguez (2018) that was used for the analysis in the Passenger's Aguada Workshop; which was modified by adding the "Calculation of production costs in small private companies", used by D. Bermudez and G. Donéstevez (2017) in the municipality of Santa Clara. The growth of local production of production materials is a decisive factor for the Housing Program, although there are many difficulties in these local workshops derived from the lack of inputs from large industry and the complex housing situation where the Sagua La Grande is no exception. As a result of the research, an evaluation of the socio-economic performance of the " Agrupación 5" workshop of Sagua la Grande is achieved, with the knowledge of the state of the efficiency indicators involved in the internal workshop and the observance of the social benefit that this provides to the Housing Program in the locality. The study was carried out at the request of the directors of the "Habitat II" Project, which administers the Faculty of Constructions of the Central University "Marta Abreu" of Las Villas ", whose results will benefit the community where this was carried out and in a possible replicates the rest of the municipalities involved in the project.
