Resumen
El Banco Central de Cuba (BCC) como organismo rector, tiene la misión de velar por la
estabilidad de la banca, supervisar el resto del sistema bancario, proponer e implementar
un sistema de pagos y una política monetaria conveniente para un crecimiento económico
sostenido. Para poder asumir todas estas funciones el BCC necesitó de un Sistema
Informativo Bancario (SIB) abierto a la incorporación de nuevas funciones propias de su
actividad y respaldado legalmente, capaz de asimilar el cúmulo de datos procedentes de
los organismos de la Administración Central del Estado y de las instituciones del Sistema
Bancario Financiero Nacional.
Los datos son un activo crítico para cualquier organización, pero si carecen de calidad,
están incompletos o son poco eficientes, aunque se tenga el mejor y más caro sistema
informativo, la propia información se proporcionará con calidad pésima, por tanto, poseer
una visión global de los datos y su entorno nos garantiza el análisis y valoración de los
mismos en el actual SIB.
El objetivo general del trabajo es elaborar un procedimiento para efectuar la evaluación y
gestión de los datos financieros en el SIB, mediante un apoyo metodológico que defina la
visión, los requisitos de la organización y la planificación necesaria para trazar un conjunto
coherente de políticas, “buenas prácticas’’ y acciones de mejoras que contribuyan a elevar
la calidad de los mismos. Para lograr el objetivo, se realizó el estudio del estado del arte
respecto a metodologías de calidad de datos y se validó el procedimiento propuesto en el
objeto de estudio, como vía de comprobación y factibilidad de la investigación.
The Central Bank of Cuba as a ruling main office has the mission to run the stability of the banking system, supervise the rest of it, propose and introduce a payment system and a convenient monetary policy for a sustained economic growth. Being able to assume all these functions, The Central Bank of Cuba was in need to create a Banking Informative System (SIB) opened to the introduction of its own new activity functions and back legally up, able to control an amount of data coming from The Central State-controlled Institutions and The National Financial System as well. The data are a critical assets for any organization, but if they scarce of quality, they’re incomplete or they’re less efficient although the best and the most expensive informative system is available, the information itself will be given in a very bad quality, therefore, having a global vision of the data and its environment guarantees the analysis and valuation of it in the current SIB. The general goal of the work is creating a procedure to make the evaluation and management of the financial data in the SIB, with a methodological support that defines the vision, the requirement of the organization and the necessary planning to draw up a group of coherent policies, “good practical” and actions of improvements that contribute to increase the quality of them. For fulfilling this goal, the state of art study concerning quality data methodologies was made and the procedure suggested in the object of study was validated, as a way of verification and feasibility of the investigation.
