Resumen
La Seguridad Alimentaria y Nutricional (SAN) resulta de importancia estratégica en
el desarrollo socioeconómico de Cuba. En este sentido la investigación que se
presenta aborda lo relativo a la cooperación en torno a la problemática entre
América Latina y Cuba, con el objetivo de proponer lineamientos estratégicos para
el fortalecimiento de este proceso. Para el logro de dicho objetivo, el trabajo se ha
estructurado en tres capítulos. En el primer capítulo se realiza una sistematización
de los conceptos fundamentales, de la SAN, la soberanía alimentaria y la
cooperación, los cuales constituyen la base para el desarrollo de la investigación
desde el punto de vista teórico metodológico. El análisis de la seguridad
alimentaria y nutricional a escala global es imprescindible para comprender las
principales tendencias mundiales en cuanto a la disponibilidad de alimentos, el
acceso y la utilización de estos, así como la estabilidad ante la ocurrencia de
desastres naturales y otros factores que influyen sobre la misma. En el segundo
se efectúa un diagnóstico del estado de la cooperación entre América Latina y
Cuba, permitiendo resumir las principales debilidades, amenazas, fortalezas y
oportunidades (Matriz DAFO) para Cuba. Con el análisis de dicha matriz en el
capítulo final se realiza una propuesta de lineamientos estratégicos que
contribuyen al fortalecimiento de la cooperación entre América Latina y Cuba en
torno a la SAN. Se utilizaron métodos teóricos como el histórico-lógico, el análisis
y la síntesis y la inducción-deducción. Además, el análisis de documentos, la
observación científica y entrevistas a especialistas dentro del nivel empírico.
The Food and Nutritional Security (SAN) is of strategic importance in the socioeconomic development of Cuba. In this sense, the research presented deals with the cooperation around the problem between Latin America and Cuba, with the objective of proposing strategic guidelines for the strengthening of this process. To achieve this goal, the work has been structured in three chapters. In the first chapter, a systematization of the fundamental concepts of SAN, food sovereignty and cooperation is carried out, which constitute the basis for the development of research from the theoretical-methodological point of view. The analysis of food and nutrition security on a global scale is essential to understand the main world trends in terms of food availability, access and use, as well as stability in the face of natural disasters and other factors that influence about it. In the second, a diagnosis of the state of cooperation between Latin America and Cuba is made, allowing to summarize the main weaknesses, threats, strengths and opportunities (DAFO Matrix) for Cuba. With the analysis of said matrix in the final chapter, a proposal of strategic guidelines is made that contribute to the strengthening of cooperation between Latin America and Cuba around the SAN. Theoretical methods such as historical-logical, analysis and synthesis and induction-deduction were used. In addition, the analysis of documents, scientific observation and interviews with specialists within the empirical level.
