El ingreso de Vietnam a la OMC: oportunidades, desafíos y propuesta de medidas

Abstract

La función de la Organización Mundial del Comercio consiste en establecer las normas por las que se regirá ese entramado de actividades comerciales, y preservar y facilitar su funcionamiento Para los países subdesarrollados pertenecer a la OMC les aporta grandes oportunidades, pero también serios desafíos, porque significa abrir sus economías al comercio con el resto del mundo y el compromiso de abandonar las políticas proteccionistas, lo cual no siempre trae resultados satisfactorios. Los efectos de la liberalización del comercio sobre el desarrollo se discuten ampliamente y no todos están de acuerdo en que son siempre positivos. En la Tesis se exponen los fundamentos generales de la constitución de la OMC, sus antecedentes, rondas de negociaciones y los acuerdos que condujeron a la formación de este foro de negociación. Se analizan también algunos de los principios que rigen esta organización los cuales están plasmados en documentos que constituyen la base del sistema multilateral de comercio. Además se exponen resultados fundamentales del proceso de reformas económicas emprendidas en 1986 por Vietnam, que en sólo 20 años han producido cambios fundamentales en el desarrollo económico y social del país. Finalmente, se aportan elementos para comprender con mayor claridad la complejidad de los impactos que sobre la economía vietnamita, especialmente sobre su sector agrícola, se espera que tenga la entrada del país a la OMC y se propone un conjunto de medidas encaminadas a aprovechar las oportunidades y enfrentar los desafíos.
