Resumen
La verdadera, eficiente y eficaz estimulación que se quiere lograr hacia la
actividad laboral en el mundo de hoy y muy especial en el sistema socialista,
debe comprender la motivación, e incluir el logro de compromiso,
responsabilidad, acción o respuesta libre, consciente y voluntaria. En la
actualidad es necesario desprenderse del temor que produce lo desconocido y
lograr adentrarse en la aventura de cambiar, innovar continuamente, entender la
realidad, enfrentar el futuro, entender la empresa y la misión en ella.
En correspondencia con lo anterior, el presente Trabajo de Diploma aborda el
problema del diseño de “herramientas” metodológicas para la conformación de la
estimulación salarial por los resultados del trabajo en Centros de Investigación
de la Universidad Central de Las Villas, que permitan conformar incentivos
salariales para lograr incrementos de los niveles de eficiencia y competitividad
en estos centros.
En el contenido de este Trabajo de Diploma se expone el estudio bibliográfico
realizado con el objetivo de conformar el marco teórico o referencial de la
investigación y que abarca la importancia de los recursos humanos en los éxitos
de la Organización, la vigencia del termino Capital Humano, una caracterización
del Sistema de Estimulación o de Recompensa en la Gestión de Recursos
Humanos (GRH), así como una amplia documentación del Sistema de
Estimulación Salarial en el país.
Se expone también, como resultado principal de la investigación un
procedimiento metodológico para el diseño y aplicación de Sistemas de Pago
por los Resultados del Trabajo en los Centros de Investigación de la UCLV,
adecuado a las particularidades propias de estos centros.
Finalmente, se muestra la validación parcial del procedimiento metodológico
para el diseño y aplicación de Sistemas de Pago por los Resultados del Trabajo
mediante un Sistema propuesto para el Instituto de Biotecnología de las Plantas
perteneciente a la Universidad Central (IBP/UCLV), sirviendo este como ejemplo
para los demás centros de su tipo.
The true efficient and effective stimulation that is wanted to achieve toward the labor activity in today's world and very special in the socialist system, must include the motivation and the achievement of commitment, responsibility, action or free, conscious and voluntary answer. In our days it is necessary to come off of the fear that produces that ignored and to be able to go into in the adventure of changing, to innovate continually, to understand the reality, to face the future, to understand the company and the mission in her. In correspondence with the above-mentioned, the present Work of Diploma approaches the problem of the design of methodological "tools" for the conformation of the salary stimulation for the results of the work in Centers of Investigation of the Central University of Las Villas that allow to conform salary incentives to achieve increments of the levels of efficiency and competitiveness in these centers. In the content of this Work of Diploma the bibliographical study is exposed carried out with the objective of conforming the theoretical mark or referencial of the investigation and that it embraces the importance of the human resources in the successes of the Organization, the validity of the expression human capital, a characterization of the System of Stimulation or of Recompense in the Administration of Human resources (GRH), as well as a wide documentation of the System of Salary Stimulation in the country. It is also exposed, as a main result of the investigation a methodological procedure for the design and application of Systems of Payment for the Results of the Work in the Centers of Investigation of the UCLV, appropriate to the particular characteristics of these centers. Finally, the partial validation of the methodological procedure for the design and application of Systems of Payment by the Results of the Work is shown by means of a System proposed for the Institute of Biotechnology of the Plants belonging to the Central University (IBP/UCLV), being good this as example for the other centers of its type.
