Resumen
La producción de materiales de la construcción a escala local adquiere mayor protagonismo debido a la situación que presenta el problema de la vivienda en el país, por tanto, se impone la búsqueda de alternativas en los ámbitos de la economía y la sociedad que condicionen, aceleren, amplíen y permitan utilizar los recursos naturales y las capacidades productivas instaladas garantizando sostenibilidad al proceso. La descentralización de las soluciones a partir de los Lineamientos del VI Congreso del PCC implica la necesidad de estudiar a las nuevas figuras socioeconómicas presentes en el sector. Para ello se hace necesario un estudio socioeconómico de los productores privados que se desarrollan en esta actividad para encontrar sus características e importancia en el desarrollo local y ajustar los vínculos estado-productores privados, sistema tributario, crediticio, contractual, organización de mercados y precios locales, podría ser una fuerte contribución al sistema de gestión de gobierno y su eficiencia.
La presente investigación pretende identificar a través de un caso de estudio en el municipio de Santa Clara, la importancia, principales características y potencialidades de la pequeña producción privada de materiales de la construcción, además se realiza un análisis de las políticas trazadas por las instituciones de relación las que imponen restricciones a su eficiencia e inclusión como tipo socioeconómico que contribuye al desarrollo de la localidad.
Production of construction materials locally acquired greater prominence because of the situation that presents the problem of housing in the country, therefore, the search for alternatives in the fields of economy and society that condition is imposed, accelerate, expand and allow use of natural resources and productive capacities installed ensuring sustainability in the process. Decentralization of the solutions from the Guidelines of the Sixth Congress of the PCC involves the need to study the new socioeconomic figures present in the sector. To do a socioeconomic study of private producers that are developed in this activity to find their characteristics and importance in local development and adjust the links state-producing private, taxation, credit, contract, organization of markets and local prices is necessary it could be a strong contribution to the system of governance and efficiency. This research identified through a case study in the city of Santa Clara, importance, main characteristics and potential of small private production of building materials, plus an analysis of the policies outlined is done by institutions relationship which impose restrictions on their efficiency and socio-economic inclusion as contributing to the development of the town.
