Propuesta de procedimiento para la gestión de combustible en los equipos tecnológicos de la Universidad Central "Marta Abreu" de Las Villas

Resumen
En este trabajo se estudian las características principales de los tipos de combustibles que se utilizan
en Cuba, así como los precios de venta de las empresas. Se muestran los indicadores propuestos
por la literatura para medir la eficiencia en el consumo, que es a través de indicadores de consumo,
así como las variables que afectan el mismo. Se explica la forma de medir los índices de consumo
en nuestro país mediante la llamada “prueba del litro”, que permite conocer la cantidad de
combustible que se consume en función del nivel de actividad, ya sea distancia, horas de trabajo u
otra operación. Se describe el equipamiento tecnológico de la Universidad Central “Marta Abreu”
de Las Villas y se propone un sistema de mantenimiento preventivo planificado basado en las horas
de operación, así como un procedimiento de gestión del combustible (PGC) según las resoluciones
de control establecidas por el MEP y la ONURE. Los resultados del diagnóstico técnico inicial
permiten planificar el mantenimiento con el objetivo de extender la vida útil del equipamiento, así
como la aplicación del PGC en la UCLV durante los meses de marzo abril y mayo evidencia el
incremento de un ambiente de control por todos los factores, se logra medir la eficiencia en el
consumo del combustible tecnológico a partir del nivel de actividad y de los índices de consumo
por actividad y se da respuesta a una de las no conformidades detectadas por la auditoría de la
ONURE en diciembre del 2017.
This paper study the main characteristics of the types of fuels used in Cuba, as well as the sale prices of the companies. The indicators proposed by the literature are shown to measure the efficiency in consumption, which is through consumption indicators, as well as the variables that affect it. It explains how to measure the consumption rates in our country through the so-called "liter test", which allows knowing the amount of fuel consumed depending on the level of activity, whether distance, working hours or other operation. It describes the technological equipment of the Central University "Marta Abreu" of Las Villas and proposes a planned preventive maintenance system based on the hours of operation, as well as a fuel management procedure (PGC) according to the control resolutions established by the MEP and the ONURE. The results of the initial technical diagnosis allow to plan the maintenance with the objective of extending the useful life of the equipment, as well as the application of the PGC in the UCLV during the months of March, April and May, evidences the increase of an environment of control by all the factors , it is possible to measure the efficiency in the consumption of the technological fuel based on the level of activity and the consumption indices by activity and a response is given to one of the non-conformities detected by the audit of ONURE in December 2017.
