Integración del planeamiento y el ordenamiento territorial y urbano en las estrategias municipales del hábitat en las condiciones cubanas

Resumen
El Ordenamiento Territorial y el Urbanismo constituyen elementos esenciales e instrumentos de dirección del Estado, estrechamente vinculados a la política social, económica y ambiental de la Revolución.
En este trabajo se realiza una caracterización del rol del planeamiento y el ordenamiento territorial y urbano dentro de las estrategias del Hábitat y contiene en primer lugar un análisis de los términos y definiciones que se relacionan con el Hábitat y la Vivienda, así como la definición del carácter integral y local de dichas estrategias y las experiencias y problemas provenientes del contexto internacional y nacional.
También se determinan los factores que limitan la implementación de las estrategias en el hábitat y las barreras que impiden una adecuada utilización del Plan General de Ordenamiento Territorial y Urbano (PGOTU) en función de dichas estrategias. Para ello se elaboran y aplican herramientas de indagación en el municipio de Santa Clara, como modelo de estudio, las cuales permitieron obtener un diagnóstico de los problemas existentes y hacer las evaluaciones correspondientes.
Por último se desarrolla un análisis de la problemática diagnosticada y realiza las generalizaciones de aquellos elementos que pueden ser interpretados para otros contextos en las condiciones cubanas. Esto sirve de base para identificar las vías de acción que contribuyan a la integración del Plan General de Ordenamiento Territorial y Urbano (PGOTU) dentro de las estrategias del hábitat.
Territorial Ordering and Urbanism are essential elements and tools of the State direction, closely related with the Revolution´s social, economic and environmental policies. A characterization of the role of planning and of the urban and territorial ordering within Habitat´s strategies, which contains an analysis of terms and definitions related to Habitat and Housing, the definition of integral and local character of these strategies and, experiences and problems from both the international and national contexts, has been made in this work. Factors, which limit the implementation of habitat strategies and barriers to the appropriate application of the Urban and territorial Ordering General Plan based on these actions, are also determined here. This research included the use of different tools for information gathering in the municipality of Santa Clara, taken as a study model, which made a diagnosis of existing problems and assessment of the process possible. Finally, an analysis of the problem diagnosed and generalizations reached about those elements which can be interpreted for other contexts under the same Cuban conditions, is made. This provides the basis for identifying courses of actions in order to contribute to the integration of the Urban and territorial Ordering General Plan within habitat strategies.
