The boom reached by the distributed information systems and the development of the commercial data base managers have greatly increased the diffusion of Distributed Data Base Systems (DDBS). Due to the complexity of the data distribution design process, the different approaches to solve the allocation problem, presented so far, have coincided in dividing it in two serial stages: fragmenting and allocating the resulting fragments in the network. Herein, we carry out a study about the state of the art of designing fragment allocation, and then proposing a hybrid model which incorporates a Reinforcement Learning Technique with Genetic Algorithms in order to solve the allocation problem. This model is implemented in a module of a tool for logical and physical fragment allocation to the corresponding processing sites.
