Diagnóstico integral del hábitat 2 en el municipio de Fomento: propuesta de nuevas opciones estratégicas

Abstract

El presente Trabajo de Diploma el cual tiene como título: “Diagnóstico Integral del Hábitat 2 Municipal de Fomento. Propuesta de Nuevas Opciones Estratégicas”, el cual está centrado en el objetivo de evaluar la calidad del hábitat humano en la localidad, donde se identifican las potencialidades y las limitaciones que presenta el municipio. En proceso se le aplicará una herramienta de investigación emitida por la Universidad Central “Marta Abreu” de Las Villas, con el fin de realizar un Diagnóstico Integral de la situación habitacional del municipio, elevar la participación de los autores locales, para encontrar mejores alternativas de actuación de la municipalidad y de mostrar viabilidad como instrumento para perfeccionar la gestión del gobierno. Se exponen los factores determinantes de la evolución histórica del hábitat y se analizan cada una de las dimensiones a evaluar como son: el espacio territorial, lo social, lo económico financiero, lo cultural y lo ambiental. Al realizar el diagnóstico integral se presenta en función de las potenciales y las limitaciones de la localidad, que son las bases para la propuesta de Acciones Demostrativas Locales que inciden directamente en el desarrollo local. El empleo de esta herramienta debe ser capaz de brindar un mejor análisis, donde se pueda definir una visión más integrada y sustentable de las alternativas estratégicas, que sirvan de base para el mejoramiento del desarrollo local, convenientemente a la Estrategia Municipal de Desarrollo Local del municipio y a su PGOTU/PDI, más viable para su futura implementación.

This Diploma work which is titled: "Integral Diagnosis Habitat 2 Municipal Development. Proposal for a New Strategic Options ", which is focused on the objective of evaluating the quality of the human habitat in the locality where the potential and the limitations of the municipality are identified. In process will be applied as a research tool issued by the Central University "Marta Abreu" of Las Villas, in order to conduct a comprehensive diagnostic of the housing situation of the municipality, raising the participation of local authors, to find better alternatives performance of the municipality and to show viability as a tool to improve the management of government. Determinants of the historical evolution of habitat are discussed and analyzed each of the dimensions evaluated as are the territorial cultural space, social, economic, financial, and environmental. When comprehensive diagnosis is presented in terms of the potential and limitations of the town, which are the basis for the proposed Local Demonstration Actions that directly affect local development. The use of this tool should be able to provide a better analysis, where you can define a more integrated and sustainable alternative strategic vision, which form the basis for the improvement of local development, conveniently at the Municipal Local Development Strategy of the municipality and his PGOTU / PDI, more viable for future implementation.
