Abstract
El proceso de Ciencia e Innovación Tecnológica es un proceso sustantivo de las universidades cubanas y su gestión debe responder a los estándares de calidad de manera integrada al cumplimiento de los objetivos de la planeación estratégica, por ello la Universidad Central “Marta Abreu” de Las Villas, necesita de un mejoramiento continuo de este proceso para seguir obteniendo logros relevantes en esta área de resultado clave.
Para dar solución a lo anterior, se propone como hipótesis de la presente investigación “un procedimiento para la mejora de la calidad en la gestión del proceso de CeIT que permita su organización y que responda a los criterios establecidos para la evaluación institucional y la gestión de la calidad”
Este trabajo describe la forma en que se puede integrar la gestión de la calidad y la planeación estratégica en la UCLV con el diseño del procedimiento propuesto. Comienza con la revisión bibliográfica para establecer el marco teórico referido a la gestión de la calidad del proceso de CeIT en las universidades, precisando las características de calidad de este servicio que prestan las universidades cubanas, luego se caracteriza la UCLV, la situación actual de su proceso de CeIT y el Departamento de CeIT, así como el Sistema de Gestión de la Ciencia y la Innovación Tecnológica de la UCLV. Seguidamente se describe el procedimiento para mejora de la calidad en la gestión del proceso de CeIT, estableciendo subprocesos y actividades que lo conforman, así como las responsabilidades de los implicados en el mismo.
The process of Science and Technological Innovation is a key process of the Cuban universities and its administration should respond to the standards of quality in an integrated way to the execution of the objectives of the strategic planning, for this cause the Universidad Central “Marta Abreu” de Las Villas, she needs of a continuous improvement of this process to continue obtaining excellent achievements in this area of key result. To give solution to this problem, will be recommended as hypothesis of the present investigation “a procedure for the improvement of the quality in the administration of the process of CeIT that allows their organization and give answer to the established approaches for the institutional evaluation and the administration of the quality” This work describes how can be integrated the administration of the quality and the strategic planning in the UCLV with the design of the proposed procedure. It begins with the bibliographical revision to establish the theoretical mark referred to the administration of the quality of the process of CeIT in the universities, specifying the characteristics of quality of this service that lend the Cuban universities, then is characterized the UCLV, the current situation of their process of CeIT, the Department of CeIT and the System of Administration of the Science and the Technological Innovation of the UCLV. This procedure described the improvement of the quality in the administration of the process of CeIT, subprocess and activities and the responsibilities of those implied in the same one.
