Abstract
Particular importancia en las condiciones cubanas reviste el proceso de planeación estratégica debido a su contribución a la eficiencia y eficacia en la gestión empresarial, ya que permite lograr los máximos niveles de actividad con la asignación y empleo racional de los recursos disponibles, constituyendo estos, una de las direcciones actuales del Perfeccionamiento Empresarial y de la política de lineamientos aprobada.
En correspondencia con lo anterior, la presente tesis aborda el problema de la elaboración de la estrategia en la Empresa Constructora Militar 3, mediante la aplicación de un procedimiento basado en métodos prospectivos.
El documento de la tesis incluye un estudio bibliográfico con el objetivo de elaborar el marco teórico o referencial sobre la planificación estratégica en las organizaciones, así como de las tendencias actuales en este campo; así como una caracterización general de la Empresa Constructora Militar 3, destacándose algunas de las insuficiencias que presenta en la gestión de sus procesos internos, a partir de la aplicación de un procedimiento de diagnóstico.
Se expone además un procedimiento, para la elaboración de la planificación estratégica, integrado por un conjunto de etapas, para lo cual su utilizan técnicas cualitativas, entrevistas, revisión documental, observación, entre otras y cuantitativas, fundamentalmente estadísticas para la elaboración de los escenarios.
Finalmente, se muestra la validación del procedimiento mediante la aplicación al objeto de estudio y el criterio de expertos.

In line with this, this thesis addresses the problem of developing the strategy in the Military Construction Company 3, by applying a procedure based on prospective methods. The document of the thesis includes a literature review in order to establish the theoretical framework or reference for strategic planning in organizations, as well as current trends in this field as well as a general characterization of the Military Construction Company 3, highlighting some of the shortcomings present in the management of their internal processes from the application of a diagnostic procedure. It also outlines a procedure for the preparation of strategic planning, comprising a series of stages, for which its use qualitative methods, interviews, document review, observation, including quantitative and statistical primarily for the development of the scenarios. Finally, we show the validation of the procedure by applying the object of study and expert criteria.
