Procedimiento para la evaluación del efecto e impacto de productos de la tercera misión en las universidades cubanas

Resumen
Las universidades, en el marco de su responsabilidad social y ambiental, no pueden mantenerse al margen de contribuir al desarrollo sostenible desde sus procesos, aportando respuestas tecnológicas adecuadas y socialmente legitimadas, que den solución a los problemas transversales que plantea la Agenda 2030. En este sentido, las Instituciones de Educación Superior cubanas desarrollan sus estrategias en torno a los tres ejes misionales: educación, investigación, e interacción e integración social, pues ven su función no solo en educar y producir nuevos conocimientos, sino también, comprometerse con sus comunidades externas y hacer una contribución más amplia para la sociedad. Medir cómo influye lo anterior en sus partes interesadas pertinentes, es una necesidad, y por esto, en la presente investigación, se define un instrumento metodológico para la evaluación del efecto e impacto de productos de la Tercera misión en las universidades cubanas. Se parte de la confección del marco teórico - referencial que sustenta la investigación y, posteriormente, se diseña el procedimiento a seguir, dividido en tres fases integradas por trece etapas, donde se analizan los aspectos generales y específicos a considerar en la evaluación. Dentro de este, además, se brinda una herramienta para facilitar la obtención de indicadores SMART. El procedimiento es aplicado al producto Taller con tribunales de categorías docentes en la Universidad Central “Marta Abreu” de Las Villas, siendo empleados métodos como la encuesta, el trabajo con grupo de expertos, brainstorming, la matriz DAFO, y el software SPSS. Finalmente, se valida el instrumento diseñado mediante la técnica Iadov.
Universities, within the framework of their social environmental responsibility, cannot remain on the sidelines of contributing to Sustainable Development from their processes, providing appropriate and socially legitimized technological responses that offer solutions to the cross-cutting problems posed by the 2030 Agenda. In this sense, Cuban Higher Education Institutions develop their strategies around the three mission axes: education, research and social interaction and integration, as they play a role not only in educating and fostering new knowledge, but also in engaging with their external communities and making a broader contribution to society. Measuring how the above influences their relevant stakeholders is a necessity, and for this reason, in the present research, a methodological instrument is defined for the assessment of the effect and impact of products of the third mission in Cuban universities. It starts with the preparation of the theoretical – referential framework that supports the research and, subsequently, the procedure to be followed is designed, divided into three phases composed of thirteen stages, where the general and specific aspects to be considered in the evaluation are analyzed. In addition, a tool is provided to facilitate obtaining SMART indicators. The procedure is applied to the product “Workshop with tribunals of teaching categories” at Universidad Central “Marta Abreu” de Las Villas, using methods such as survey, the work with a group of experts, brainstorming, SWOT matrix and SPSS software. Finally, the instrument designed was validated using Iadov technique.
