Propuesta de planeamiento y diseño participativo para la rehabilitación urbana de Corredor Cultural y de Servicio en zona centro de Aguada de Pasajeros

Resumen
La calle José Martí en la Zona Centro del municipio Aguada de Pasajeros, provincia Cienfuegos, es la arteria comercial y cultural más importante de la ciudad y contiene valores patrimoniales, potenciales, en peligro de desaparición. Esta problemática fue detectada en el diagnóstico multidimensional realizado en el contexto del Proyecto Internacional Hábitat 2 para el desarrollo local de la municipalidad. La presente investigación brinda una propuesta de planeamiento participativo para la rehabilitación urbana de este Corredor Cultural y de Servicio que se apoya en los enfoques del procedimiento metódico para planeamiento y plan especial de la rehabilitación integral del hábitat urbano, herramienta que permite el análisis y diagnóstico para la gestión del planeamiento y el diseño urbano y la metodología para la confección de Atlas del Patrimonio Cultural.
Constituye una propuesta que además de actores estatales incluye el sector privado, desde el punto de vista residencial y comercial y su desempeño en el corredor propuesto a partir del conocimiento de los valores a preservar. El proyecto fue validado por especialistas expertos con técnicas participativas reconocidas.
The street José Martí in the Area Center of the municipality of Aguada de Pasajeros, from Cienfuegos province, is the commercial and cultural most important artery in the city and it contains patrimonial values, potentials, in disappearance danger. This problem was detected in the multidimensional diagnosis carried out in the context of the Project International Habitat 2 for the local development of the municipality. The present investigation offers a proposal of participatory planning for the urban rehabilitation of this Cultural corridor and of service that relies on the focuses of the Methodical Procedure for planning and special plan of the integral rehabilitation of the urban hábitat tool that allows the analysis and diagnosis for the management of the planning and the urban design and The methodology for the making of Atlas of the Cultural Patrimony. It constitutes a proposal that besides state actors it includes the private sector, from the residential and commercial point of view and their acting in the corridor proposed starting from the knowledge of the values to preserve. The project was validated by expert specialists with technical participatory grateful.
