Resumen
La gestión de recursos humanos (GRH) en la actualidad estipula la clásica regulación del trabajo a los objetivos estratégicos en función de la administración activa del personal desde el punto de vista operativo, jurídico, normativo y psicosocial; a partir de aquí se puede considerar el correcto funcionamiento para organizar y administrar el capital humano desde el desarrollo de las organizaciones. La dirección de la UEB Maquimotor Centro Israel Echevarría perteneciente al Ministerio de Industria (MINDUS) se ha visto afectada por las indisciplinas y la desmotivación de los trabajadores, implicando lo anterior, el no cumplimiento de las metas trazadas en sus respectivas áreas, por eso se hace necesario diagnosticar la GRH sin que exista para ello un procedimiento. El presente trabajo investigativo tuvo como objetivo general desarrollar la aplicación de un procedimiento para el diagnóstico de la GRH en dicha entidad contribuyendo ello al éxito de esta organización, para lo cual se utilizaron diferentes métodos teóricos y empíricos que propiciaron el desarrollo de la misma, se practicaron encuestas y se construyó una matriz DAFO. Con el procedimiento aplicado se lograron determinar las insuficiencias de la GRH, y se propusieron un conjunto de medidas que posibilitarán un mejor desempeño de la UEB objeto de estudio.
Human resources management (HRM) currently provides classical regulation of work to strategic objectives based on the active management of personnel from the operational, legal, regulatory and psychosocial view. The direction of the UEB Maquimotor Center Israel Echevarria within the ministry of industry (MINDUS) has been affected by the indiscipline and lack of motivation of workers involving the previous non-compliance with the goals outlined in their respective area, so it is necessary to diagnose the GRH without there is a procedure for it. This research work had as general objective to develop the application of a method for the diagnosis of GRH in that entity contributing ensuring the success of this organization, for which reason there are different theoretical and empirical methods that led to the development of it were used, were performed surveys and a SWOT matrix was constructed. With the applied process were achieved identify weaknesses in the GRH, and it proposited a group of measure that posibility the best perfomance of the UEB for study object.
