dc.description.abstractLa comunicación en el entorno digital ocupa un papel cada vez más protagónico en la vida de los seres humanos. Palabras como “web”, “like”, “tweet”, “post”, “shares”, “comments” y “views”, han invadido como un tsunami la jerga común de los hispanohablantes de todas las generaciones, gracias al auge que han tenido las redes sociales, en un mundo cada vez más dependiente de las nuevas Tecnologías de la Información y la Comunicación (TIC). Todo esto ha llevado a que los individuos prefieran comunicarse a través de estos nuevos canales comunicacionales, y por consiguiente, a que las distintas organizaciones gubernamentales se vayan insertando en este entorno mediante lo que se conoce como Gobierno Electrónico, con el fin de interactuar mejor con sus públicos objetivos, aprovechar las herramientas que brinda la tecnología para cumplir mejor su objeto social, gestionar con mayor eficiencia los procesos en los territorios, y facilitar acciones de la ciudadanía en su vida cotidiana. Por ello, este trabajo de diploma persigue como objetivo diagnosticar el estado del proceso de implementación del Gobierno Electrónico Provincial de Villa Clara, caracterizar este proceso y determinar su estado actual, determinándose que cumple con la mayoría de los indicadores estipulados por el Ministerio de Comunicaciones para la etapa de presencia, pero presenta varias limitaciones en los indicadores descritos para la etapa de interacción.en_US
dc.description.abstractCommunication in the digital environment occupies an increasingly leading role in the lives of human beings. Words like "web", "like", "tweet", "post", "shares", "comments" and "views" have invaded the common jargon of Spanish speakers of all generations like a tsunami, thanks to the boom that have had social networks, in a world increasingly dependent on the new Information and Communication Technologies (ICT). All this has led to individuals preferring to communicate through these new communication channels, and consequently, to different government organizations inserting themselves into this environment through what is known as Electronic Government, in order to better interact with its target audiences, take advantage of the tools provided by technology to better fulfill its corporate purpose, manage processes in the territories more efficiently, and facilitate citizen actions in their daily lives. Therefore, this diploma work aims to diagnose the state of the implementation process of the Provincial Electronic Government of Villa Clara, characterize this process and determine its current state, determining that it meets most of the indicators stipulated by the Ministry of Communications for the presence stage, but presents several limitations in the indicators described for the interaction stage.en_US
