Resumen
La Empresa de Telecomunicaciones de Cuba (ETECSA) es la entidad encargada de desarrollar el servicio de las telecomunicaciones en Cuba en coordinación e integrada a los planes de desarrollo y reanimación de la economía que lleva a cabo el estado cubano. ETECSA basa su gestión empresarial en la tecnología, que constituye el factor más importante en los niveles de calidad del servicio y en la obtención de los estándares internacionales que se pretenden alcanzar. En función de ello y como parte de la estrategia de optimizar las actividades de soporte surge el proceso logístico que tiene la misión de integrar la actividad de aprovisionamiento a nivel de todos los eslabones de la cadena de suministro de la empresa. En el caso específico de la Dirección Territorial de ETECSA en Villa Clara este sistema adolece de un desempeño adecuado debido, entre otros aspectos, a la falta de integración, coordinación y racionalidad en los procesos logísticos al no estar integrados con las nuevas estructuras logísticas habilitadas en los centros de telecomunicaciones. En la presente investigación se propone un procedimiento general para el diseño de elementos del sistema logístico aplicado específicamente en la dirección territorial de ETECSA en Villa Clara. Los elementos abordados como parten del diseño están referidos a aspectos claves de los sistemas logístico, servicio al cliente, estructuración de la red logística, identificación de procesos así como se abordan temas relacionados con la planificación y las distribución entre todos los eslabones de la red logística .En esta investigación se utilizaron técnicas de trabajo en grupo, método de expertos y métodos para la identificación y rediseño de procesos.
The Telecomunications Company of Cuba (ETECSA) is the entity responsible for developing the telecommunications service in Cuba in coordination and integrated development plans and resuscitation of the economy that holds the Cuban state. ETECSA based business management technology, which is the most important factor in the quality levels of service and achieving the international standards to be achieved. Depending on the circumstances and as part of a strategy to optimize the activities of the logistics support comes with a mission to integrate procurement activity at all stages of the supply chain of the company. In the specific case of the Territorial ETECSA in Villa Clara this system lacks adequate performance due to, among other things, the lack of integration, coordination and rationality in logistics processes as they are not integrated with the new logistic structures enabled in telecommunications centers. In this research we propose a general procedure for the design elements of the logistics system applied specifically in the territorial directorate of ETECSA in Villa Clara. The elements addressed as part of the design are related to key aspects of logistics systems, customer service, logistics network structure, identification of processes as well as address issues related to planning and allocation among all links in the logistics network. This investigation used group work techniques, methods of experts and methods to identify and process redesign.
