Resumen
El Trabajo de Diploma aborda una problemática de vital importancia y actualidad para el sistema
empresarial cubano, que ha priorizado el MINTUR, sus cadenas y grupos: el diseño del Sistema
de Gestión Integrada de Capital Humano. Es imprescindible el perfeccionamiento del capital
humano como ventaja competitiva que distinguirá a las empresas exitosas, por ser este su
principal activo y demostrar que la empresa estatal socialista cubana es viable y sostenible al
aplicar el nuevo sistema de dirección y gestión: el Perfeccionamiento Empresarial y las NC:
3000,3001 y 3002:2007 aspectos que justifican la significación teórica, metodológica, práctica y
social del estudio realizado. Su novedad consiste en la tecnología que se presenta para el diseño
del Sistema Integral de Capital Humano en la Sucursal Caracol Sancti Spíritus, que incluye un
modelo, un procedimiento general y los procedimientos específicos para las diferentes políticas
de capital humano contextualizadas a su realidad empresarial. La aplicación de la tecnología
propuesta permitió diseñar el Sistema Integral de Capital Humano en la Sucursal Caracol Sancti
Spíritus validado a través del criterio de expertos con juicios favorables, que se revierte en la
mejora continua de la oferta para satisfacer las necesidades crecientes de los clientes, darle
cumplimiento a su objeto social y el reconocimiento de la empresa ante la sociedad al mostrar
este resultado de avanzada, que debe materializarse en el desempeño superior de sus
trabajadores y cuadros mediante la idoneidad demostrada en sus competencias laborales,
pilares fundamentales para alcanzar la eficiencia ,la eficacia y la efectividad.
This research addresses a today’s critical problem for the Cuban enterprise system, who has given priority to the Tourism Ministry, as well as its chains and groups to receive the Human Resources Integrated Management System design. Human resource development is essential as a competitive advantage that will distinguish successful companies, since this is its main asset and it is also essential to demonstrate that Cuban socialist state enterprise is viable and sustainable when the new system of governance and management is applied. The Business Improvement and Cuban Norms 3000.3001 and 3002:2007 are aspects that justify the theoretical, methodological, practical and social significance of this study. Its originality lays in the presented technology for the Human Resource Integral System design in the Branch Caracol in Sancti Spiritus, which includes a model, a general procedure and specific procedures for different human capital policies in context to Caracol business reality. The implementation of the proposed technology allowed us to design the Human Resource Integral System in the Branch Caracol in Sancti Spiritus. This system was validated through the judgments of experts with favorable criteria, which is translated into the continuous improvement of supply to meet growing customer needs, into the fulfillment of its social purpose and into the recognition of the company by society when showing this result of technology, which should materialize in the better performance by their workers and cadres by means of thesuitability shown in job skills, vital building pillars for efficiency, efficacy and effectiveness.
