Resumen
El presente resultado da respuesta a las exigencias de los ′′Lineamientos de la
Política Económica y social del Partido y la Revolución ′′ en lo fundamental el 120,
dedicado a la elevación de la calidad y la jerarquía de los Planes, resaltando la
disciplina territorial y urbana para potenciar el desarrollo y la elevación del nivel de
vida de la población desde sus recursos locales, aprovechando las potencialidades
de la descentralización.
La propuesta de planeamiento participativo es una vía sustentable para la
rehabilitación integral en el Centro Histórico de la ciudad de Remedios, emplea el
resultado científico de la línea Arquitectura y Urbanismo Sustentable: ′′Procedimiento
metódico para planeamiento y diseño de la rehabilitación integral del hábitat′′ y se
inserta dentro del Proyecto Internacional Hábitat II, gestionado por la Facultad de
Construcciones en la Universidad Central ′′Marta Abreu′′ de Las Villas.
Conceptualiza el desarrollo del Centro Histórico como Distrito Histórico Cultural para
dar respuesta a las líneas estratégicas 1 y 2 del Plan de Desarrollo Integral (PDI) y
la 3 del Plan General de Ordenamiento Urbano 2013.
This paper responds to the demands of the ′′Guidelines for the econo mic and social policy of the Party and the Revolution”, especially to number 120, dedicated to raise the quality and the hierarchy of plans, highlighting the territorial and urban discipline to enhance the development and the raising of the standard of liv ing of the population from their local resources, taking advantage of the potentialities of decentralization. The proposal of participatory planning is a sustainable pathway for the comprehensive rehabilitation in the historic centre of the city of Remedios, employs the scientific result of the line Architecture and Sustainable Urbanism: “Methodical procedure for planning and design of integral rehabilitation of the habitat′′ and it is inserted into the Habitat II International Project, managed by the Faculty of Constructions of the Central University of Las Villas ′′Marta Abreu′′. Besides, conceptualizes the development of the Historic Centre as Cultural Historic District to respond to the strategic lines 1 and 2 of the Plan of Integral Development (PID) and to line 3 of the 2013 General Urban Management Plan.
