“Propuesta de acción estratégica para la gestión del hábitat, en el municipio de Sagua la Grande: basada en la herramienta de diagnóstico del proyecto hábitat II”

Abstract

La insuficiente integralidad en la apreciación y valoración de la situación habitacional, es lo que limita la efectividad de las estrategias a favor del hábitat. Los actores implicados en el municipio de Sagua la Grande, en el marco del proyecto de colaboración Hábitat 2, están en un proceso de asimilación de la herramienta para el diagnóstico; sin embargo, aun no están bien identificadas las limitaciones y potencialidades para el planteamiento de acciones estratégicas, que contribuyan a una gestión del hábitat más integradora y sustentable. Es por esto, que se traza la siguiente investigación, con el objetivo de proponer opciones estratégicas para el mejoramiento del hábitat local, a partir de los resultados obtenidos en la aplicación de esta herramienta, de la caracterización integral del hábitat del municipio, definición de limitaciones y potencialidades para la gestión estratégica y finalmente de la elaboración de opciones estratégicas derivadas del análisis y sistematización. La investigación tuvo lugar en el período comprendido desde enero a junio del 2013; quedó conformada por tres capítulos, en el primero se realizó una caracterización general de la situación habitacional en el municipio, en el segundo una síntesis del diagnóstico multidimensional y en el tercero, se elaboraron opciones de acción estratégica para afrontar el mejoramiento sustentable del Hábitat. La investigación fue valorada positivamente a criterio de especialistas en la materia, lo que demostró su utilidad y las posibilidades de brindar una valiosa ayuda para confeccionar e implementar futuras herramientas estratégicas.

Actors implicated at Sagua's municipality the Grande, in the frame of the project of collaboration Hábitat 2, they are in a process of assimilation of the tool for the diagnosis; however, not yet they are all right once the limitations were identified and potentialities for the proposal of strategic stock, that they contribute to an integrative and sustainable steps of the more habitat. He is for this reason, that the following investigation is drawn, for the sake of naming strategic options for the improvement of the local habitat as from results obtained in the application of this tool, of integral characterization of the habitat of the municipality, definition of limitations and potentialities for the strategic steps, and finally of the elaboration of strategic options derived of analysis and systematization. The investigation had place in the period understood from January to June of the 2013; it got shaped for three chapters, in the first came true a general characterization of the habitat situation at the municipality, In the second one a synthesis of the multidimensional diagnosis, and the chapter three, options of action strategic to face the sustainable improvement of the Habitat became elaborate. Investigation was appraised positively in the sole discretion of specialists in the matter that demonstrated his utility and the possibilities to offer a valuable help to manufacture and to implement future strategic tools.
