Procedimiento para la gestión por procesos en instituciones de la educación superior. Aplicación a la Facultad de Ingeniería Industrial y Turismo de la Universidad Central “Marta Abreu” de Las Villas

Abstract

Ante dificultades dadas porque en cada Área de Resultado Clave (ARC) se encontraban definidos indicadores clave de desempeño, vistos como indicadores principales y complementarios en algunas de éstas, pero no existe precisión de cuales son los indicadores claves de meta de la Facultad de Ingeniería Industrial y Turismo (FIIT) que permitan medir el nivel de cumplimiento de la misión y cuan cerca se encuentra la organización de alcanzar la visión propuesta; la propia gestión por funciones conlleva a que las Estrategias Maestras trazadas no se verifiquen adecuadamente a través de las ARC, creándose en muchas ocasiones una separación entre éstas; y por otra parte, existen procedimientos que conducen a la realización de actividades correspondientes a algunas ARC pero que carecen del enfoque por proceso que deben tener para lograr el éxito organizacional, en esta investigación se presenta un procedimiento que permite la gestión por procesos en la Facultad de Ingeniería Industrial y Turismo bajo el enfoque de gestión estratégica considerando el establecimiento de Indicadores clave de meta para evaluar el nivel de cumplimiento de la misión de la organización, la precisión de Indicadores clave de desempeño de cada proceso, la verificación del cumplimento de las estrategias a través de las áreas de resultado clave, así como la determinación de nivel de madurez de la organización respecto a la gestión por procesos. Este procedimiento fue aplicado en la FIIT, obteniéndose la identificación y definición de los procesos de la organización, los indicadores clave de meta de la FIIT, los indicadores de desempeño de los procesos de la organización y el estado de madurez de la gestión por procesos en esta facultad.

The first phases of this procedure were applied in the FIIT, being obtained the identification of the processes of the organization, the key indicators of goal of the FIIT, the indicators of acting of the key processes of the organization and the state of maturity of the administration for processes in this Faculty.
