Resumen
El Plan Especial de Desarrollo Integral del Centro Histórico de Santa Clara tiene el objetivo de ordenar las prioridades de las políticas públicas con enfoque sistémico para una gestión del desarrollo integral, de esa parte de la ciudad donde se concentran los valores patrimoniales materiales e inmateriales del urbanismo y la arquitectura. Constituye la más importante herramienta del proceso de puesta en valor, donde se aprovecha estratégicamente como principal potencialidad endógena, el recurso de ¨lo local¨, a modo de industria de turismo cultural dinamizadora y motora del desarrollo sustentable.
Sintetiza las experiencias acumuladas en materia de planeamiento del grupo dedicado al trabajo científico en esta área del conocimiento, dentro de la Línea de Arquitectura y Urbanismo en el Departamento de Arquitectura, Facultad de Construcciones, de la Universidad Central ¨Marta Abreu¨ de Las Villas, conjuntamente con la Dirección Municipal de Planificación Física y el Equipo Técnico del Centro Provincial de Patrimonio en Villa Clara.
El Plan se conceptualiza, en el fortalecimiento de la centralidad tradicional como parte del sistema de centros, sin excluir el hábitat residencial; en la recuperación y salvaguarda de los valores patrimoniales, para un ordenamiento del suelo urbano tendiente a la desconcentración de los conflictos ambientales, socioculturales y económicos del espacio público y edificado.
Acentuar la jerarquía e importancia de los planes de ordenamiento territorial, se corresponde con los Lineamientos de Actualización del Modelo Económico y Social Cubano, en consonancia con el desafío para el milenio planteado por la Organización de Naciones Unidas en el desarrollo del hábitat.
The integral development of the historical center of Santa Clara special plan has the goal of ordering the priorities public policies with a systemic approach to a management of the integral development, of the part where the material and immaterial patrimonial values of the town planning and architecture are concentrated. It constitutes the most important tool of the process coming into value, where the resource of “the local” is strategically made usable as the principal endogenous potentiality, as a mood of cultural dynamic tourism industry and driving force of the supportable development. It summarizes the experiences obtained in planning of a group devoted to a scientific work in this knowledge area, within the Architecture Line and Town Planning in the Department of Architecture, of the Construction College Martha Abreu de Las Villas Central University, together with the municipal direction of Physical Planning and the Technical Team of the Patrimonial Provincial Center in Villa Clara. The plan is conceptualized, in the reinforcement of the traditional centrality as a part of the system of centers, without excluding the residential environment; in the recovering and saving the patrimonial values, to have an ordering of the urban ground which tends to a dilution of the environmental, sociocultural and economic problems of the public space and built-up. To emphasize the hierarchy and importance of the plans of the territorial ordering corresponds with the Guidelines of the Economic Model and Cuban Social Actualization, in accordance with the challenge to the millennium stated in the United Nation Organization in the environmental development.
