| dc.description.abstract | Como parte del proceso de perfeccionamiento estructural y funcional del Ministerio del Turismo se concibe la disminución de las unidades presupuestadas fortaleciendo así las Delegaciones territoriales del Mintur. Entre las entidades subordinadas que conforman la nueva Delegación, se encuentran los centros de capacitación, que mantienen en su encargo social la formación, capacitación, así como, el asesoramiento a las entidades del sector turístico. En este contexto estos centros de capacitación se mantienen dando respuesta a las necesidades y retos del sector turístico, potenciando las actividades de I+D+i, sin embargo, a pesar de que existen múltiples acciones para aplicar la gestión de procesos como vía para obtener mejores resultados, este proceso de I+D+i está concebido desde el centro de capacitación y no desde la nueva función estatal que asume la delegación del Mintur, por lo que aún se generan insuficiencias en la gestión, asociadas fundamentalmente a desconexiones entre los procesos y ausencia de mecanismos de control bajo la nueva función estatal. Considerando estos aspectos se plantea como objetivo general: diseñar el proceso de I+D+i en la Delegación territorial del Mintur en Villa Clara en correspondencia con los cambios aprobados como parte del perfeccionamiento funcional y estructural del Ministerio del Turismo. Para dar cumplimiento al objetivo se realiza un diagnóstico del estado actual de la gestión de procesos en la organización y se propone el proceso de I+D+i en la delegación considerando los cambios asumidos por dicha entidad presupuestada. | en_US |
| dc.description.abstract | As part of the process of structural and functional improvement of the Ministry of Tourism decreasing budgeted units thus strengthening territorial delegations of Mintur it is conceived. Among the subordinate entities that make up the new Delegation, they are training centers that maintain social order in their education, training, as well as advising the tourism sector entities. In this context these training centers are keep responding to the needs and challenges of the tourism sector, promoting R+D+i, however, even though there are multiple actions to implement process management as a way to get best results, this process R+D+i is designed from the training center and not from the new state function that assumes the delegation of Mintur, so that gaps are still generated in the management, associated mainly disconnections between processes and absence of control mechanisms under the new state function. Considering these aspects general objective: to design the R+D+i in the territorial Delegation of Mintur in Villa Clara in correspondence with the changes approved as part of the functional and structural improvement of the Ministry of Tourism. To fulfill this objective it's done a diagnosis of the current state of process management in the organization and it is proposed the process of R+D+i in the delegation considering the changes made by that entity budgeted. | en_US |
