Resumen
La siguiente investigación aborda la necesidad de implementar la gestión por procesos
como una excelente herramienta para la concreción de las estrategias y el desarrollo de
la mejora continua. A tal efecto, se persigue como objetivo principal la aplicación de un
procedimiento para la determinación de los procesos para la gestión del gobierno de Villa
Clara que garantice una mejora en su sistema de gestión.
Para dar cumplimiento, se diseña un procedimiento según las características del
gobierno, que esta estructurado en cuatro etapas con sus respectivas fases, las cuales,
aplicadas de forma creadora permitieron determinar los procesos presentes para su
gestión.
El documento de la tesis incluye un estudio bibliográfico con el objetivo de elaborar el
marco teórico sobre los conceptos, procedimientos para la gestión por procesos, así
como la necesidad de su aplicación en las instituciones gubernamentales del país.
Se valida el procedimiento mediante el criterio de expertos y la aplicación parcial en el
gobierno de Villa Clara. Entre las principales herramientas de búsqueda y tratamiento de
información se encuentran: cuestionarios, observación, trabajo con grupo de expertos y
revisión documental.
The following investigation approaches the necessity to implement the administration for processes like an excellent tool for the concretion of the strategies and the development of the continuous improvement. To such an effect, it is pursued as main objective the application of a procedure for the determination of the processes for the administration of the government of Villa Clara that guarantees an improvement in their administration system. To give execution, a procedure is designed according to the government's characteristics that this structured in four stages with its respective phases, those which, applied in a creative way they allowed to determine the present processes for its administration. The document of the Thesis includes a bibliographical study with the objective of elaborating the theoretical mark on the concepts, procedures for the administration for processes, as well as the necessity of its application in the domestic government institutions. Been been worth the procedure by means of the approach of experts and the partial application in the government of Villa Clara. Between the main search tools and treatment of information they are: questionnaires, observation, work with experts' group and documental revision.
