Procedimiento para la medición integral de la seguridad alimentaria y nutricional en Villa Clara

Resumen
En Cuba, la política económica y social reconoce como uno de los temas centrales para el desarrollo del país, a la seguridad alimentaria y nutricional (SAN). En este sentido, su medición y evaluación proporcionan la base analítica para la toma de decisiones bien fundamentadas sobre el tipo y escala de intervención más apropiada. La medición de la SAN y su evaluación son instrumentos de apoyo para la formulación y gestión de políticas agroalimentarias y de desarrollo rural más efectivas, que fortalecen las capacidades institucionales. Dada la importancia de dichas herramientas y el escenario socio-económico en Cuba, vienen desarrollándose en el país desde hace varios años, estudios acerca de metodologías para la medición de la SAN con enfoque local en base a las particularidades de los municipios en los que se implementan. Villa Clara, aún no cuenta con un sistema estructurado de indicadores que sitúe a los gobiernos municipales en mejores condiciones para influir favorablemente en los procesos que la garantizan, por lo que constituye objetivo de la presente investigación diseñar un procedimiento para la medición integral de la seguridad alimentaria y nutricional. Para el logro de dicho objetivo, el trabajo se ha estructurado en tres capítulos a través de los cuales se sistematizan los principales fundamentos teórico-metodológicos acerca de la medición de la SAN, se caracterizan las principales problemáticas en Cuba y Villa Clara en particular, se valoran las principales metodologías para la medición con enfoque local en el país y finalmente se concibe un procedimiento para la medición integral de la seguridad alimentaria y nutricional en la provincia. Se utilizaron métodos teóricos como el histórico-lógico, el análisis y la síntesis y la inducción-deducción. Además, el análisis de documentos, la observación científica y entrevistas a funcionarios gubernamentales dentro del nivel empírico.
In Cuba, the economic and social politics recognizes like one of the central topics for the development of the country, to the food and nutrition security (FNS). In this sense, its measurement and evaluation they provide the analytic base for the taking of decisions very based on the type and scale of more appropriate intervention. The measurement of the FNS and their evaluation is support instruments for the formulation and administration of political agricultural and of more effective rural development that you/they strengthen the institutional capacities. Given the importance of this tools and the socio-economic and political scenario, in Cuba come being developed for several years, studies about methodologies for the measurement of the FNS with local focus based on the particularities of the municipalities in those that are implemented. Villa Clara, doesn't still have a structured system of indicators that locates the municipal governments under better conditions to influence favorably in the processes that guarantee it, for what constitutes objective of the present investigation to design a procedure for the integral measurement of the alimentary and nutritional security in Villa Clara. For the achievement of this objective, the work has been structured in three chapters through which the main theoretical-methodological foundations are systematized about the measurement of the FNS, the main ones are characterized problematic in Cuba and Villa Clara in particular, the main methodologies are valued for the measurement with local focus in the country and finally a procedure is conceived for the integral measurement of the food and nutrition security in the county. Theoretical methods were used as the historical-logical one, the analysis and the synthesis and the induction-deduction. Also, the analysis of documents, the scientific observation and interviews to government officials inside the empiric level.
