Transformación del hábitat precario urbano. Diagnóstico y propuesta en cuarterías de Santa Clara

Resumen
Las cuarterías constituyen un fenómeno urbano muy complejo que aún se mantiene latente
en muchas ciudades cubanas. A pesar de los problemas que se transfieren a la ciudad, no
solo por su magnitud sino también para exteriorizarse hacia el espacio público, se
identifican con modos de vida que son portadores de valores inmateriales, lo que se ha
tenido en cuenta en intervenciones constructivas realizadas en diferentes lugares del
mundo. Sin embargo, la política de vivienda social en Cuba durante las últimas décadas
priorizó la ejecución de obras nuevas en zonas periféricas de las ciudades sobre la
conservación del fondo existente, lo que ha condicionado que las mismas subsistan hasta
hoy en las zonas centrales de las principales ciudades cubanas. Con el transcurso del
tiempo algunos problemas intrínsecos de las cuarterías han perdurado, en tanto otros
nuevos problemas se les han sumado, como resultado de las transformaciones
descontroladas realizadas por la propia población en busca del mejoramiento de sus
condiciones de vida. La ciudad de Santa Clara posee un número elevado de cuarterías,
diagnosticadas en estado crítico para el hábitat. Este trabajo se basa en el diagnóstico de
las cuarterías en Santa Clara, lo que ha permitido diseñar una estrategia de transformación
o rehabilitación, desde una perspectiva participativa y sostenible. Los resultados van
dirigidos hacia la mejora de la calidad del hábitat de los residentes en las cuarterías.
The cuarterías constitute a very complex urban phenomenon that still remains latent in many Cuban cities. In spite of the problems that are transferred to the city, not only by its magnitude but also to externalize itself towards the public space, the cuarterías are identified with ways of life that are carriers of intangible values, which has been taken into account in interventions building projects carried out in different parts of the world. However, the policy of social housing in Cuba during the last decades priorized the execution of new Works in peripheral áreas of the cities on the conservation of the existing fund, which has conditioned that the romos remain until today in the central áreas of the main Cuban cities. Over time some intrinsic problems of the cuarterías have lasted, while other new problems have been added, as a result of the uncontrolled transformations made by the population itself in search of the improvement of their living conditions
