Fundamentos teórico-metodológicos en torno a la soberanía y seguridad alimentaria y nutricional y la cooperación regional

El combate a la pobreza y la erradicación del hambre constituyen desafíos fundamentales de gobiernos y organismos internacionales, ante un escenario global en el que las personas afectadas por este flagelo ascienden a 815 millones, según estimaciones de la FAO en su informe de 2017 sobre el Estado de la Seguridad Alimentaria y Nutricional, SAN. En América Latina y el Caribe ocurrieron avances notables en el periodo 2000-2016 durante el cual la prevalencia de la subalimentación descendió de 12% a 6.6%. Las políticas de SAN implementadas en países como Bolivia, Nicaragua, Venezuela, entre otros, influyeron en dicho logro. En el Caribe, sobresalen los esfuerzos en el caso de Cuba, aunque la prevalencia en la subregión es de 18% en este mismo periodo. En la región, el enfoque sectorial de la lucha contra el hambre ha cambiado a un enfoque transversal e intersectorial. Parte de los avances en la materia se deben a políticas más integrales y multidimensionales, que permiten responder a necesidades de la población tanto en el corto como mediano plazo. El presente trabajo realiza un análisis de los principales fundamentos teóricometodológicos acerca de la seguridad alimentaria y nutricional, la soberanía alimentaria y la cooperación regional, con particular relevancia en América Latina y el Caribe. Se utiliza el método inductivo-deductivo, de análisis-síntesis, histórico-lógico que contribuyen a la investigación. Finalmente se muestra los indicadores de la seguridad alimentaria y nutricional de la región, así como los principales avances en materia de la cooperación y reducción del hambre a partir del empleo de estrategias y programas para la seguridad alimentaria y nutricional.
The fight against poverty and the eradication of hunger are fundamental challenges of governments and international organizations, before a global scenario in which the people affected by this scourge amount to 815 million, according to FAO estimates in its 2017 report on the State of Food and Nutrition Security, SAN. In Latin America and the Caribbean, notable advances occurred in the period 2000-2016 during which the prevalence of undernourishment fell from 12% to 6.6%. SAN policies implemented in countries such as Bolivia, Nicaragua, Venezuela, among others, influenced this achievement. In the Caribbean, efforts stand out in the case of Cuba, although the prevalence in the subregion is 18% in this same period. In the region, the sectoral approach to the fight against hunger has changed to a cross-sectoral and cross-sectoral approach. Part of the advances in the matter are due to more comprehensive and multidimensional policies that allow responding to the needs of the population in the short and medium term. The present work makes an analysis of the main theoreticalmethodological foundations about food and nutrition security, food sovereignty and regional cooperation, with particular relevance in Latin America and the Caribbean. It uses the inductive-deductive, analysis-synthesis, historical-logical method that contribute to the investigation. Finally, it shows the indicators of food and nutrition security in the region, as well as the main advances in cooperation and hunger reduction, based on the use of strategies and programs for food and nutrition security.
