Resumen
Las potencialidades del desarrollo turístico del centro de ciudad de Santa Clara en
la provincia de Villa Clara están en función de sus recursos territoriales reales y
potenciales, pero su crecimiento depende de la capacidad de normar y orientar la
elaboración del inventario de estos recursos turísticos, así como evaluar sus grados
de potencialidades. En este contexto analizar los recursos turísticos de este centro
permite conocer sistemáticamente el patrimonio turístico, de acuerdo con el nivel de
importancia de cada uno de ellos y contar con instrumentos metodológicos para la
elaboración de planes y proyectos de desarrollo turístico de ese centro. En el
presente trabajo de diploma se presenta una propuesta metodológica que consideró
el inventario de los recursos existentes y la evaluación cuantitativa con base en las
técnicas de evaluación multicriterio discreta (EMC) partiendo de la definición de
criterios intrínsecos y extrínsecos para cada tipo de recurso. Posteriormente se
determinaron los atributos de análisis y se construyó la matriz de decisión. La
aplicación de la combinación lineal ponderada condujo a la jerarquización final de
los recursos turísticos como herramienta valiosa para orientar la toma de decisiones
en los procesos de planificación y desarrollo turísticos.

The potential for tourism development in the city center of Santa Clara in the province of Villa Clara is based on its real and potential territorial resources, but its growth depends on the ability to regulate and guide the development of the inventory of these tourism resources, as well as How to assess your degree of potential. In this context, analyzing the tourist resources of this center allows systematically knowing the tourist heritage, according to the level of importance of each one of them and having methodological instruments for the elaboration of plans and projects for the tourist development of that center. In this diploma work, a methodological proposal is presented that considered the inventory of existing resources and the quantitative evaluation based on discrete multi-criteria evaluation techniques (EMC) starting from the definition of intrinsic and extrinsic criteria for each resource type. Subsequently, the analysis attributes were determined and the decision matrix was built. The application of the weighted linear combination led to the final ranking of tourism resources as a valuable tool to guide decision-making in tourism planning and development processes.
