Resumen
El presente trabajo se realiza en la Dirección de Recursos Humanos de la UCLV
con el propósito de elaborar los procedimientos para la gestión de los recursos
humanos, significando un paso más para la futura implementación de un sistema
de gestión de la calidad. Esta documentación permitirá uniformar y controlar el
cumplimiento de las rutinas de trabajo, evitar alteraciones arbitrarias y delimitar las
responsabilidades, facilitando las labores de auditoria y de control interno. Para
ello fue necesario realizar una fundamentación teórica en la que se abordan
diferentes conceptos referidos a la gestión de calidad y recursos humanos entre
otros aspectos, que sustentan el hilo conductor del marco teórico referencial.
Posteriormente se realiza un diagnóstico de la situación de los recursos humanos
en la universidad incluyendo un estudio de la fluctuación del personal altamente
calificado que aquí labora detectando las principales causas que provocan bajas
de este personal, se incluye además un análisis del proceso de Universalización
de la enseñanza, su importancia e influencia en los recursos humanos. Además se
diagnostica la situación en que se encuentra el sistema de gestión de la Dirección
de Recursos Humanos, con el objetivo de conocer el escenario actual de esta
dirección. Finalmente se documentan los procedimientos en el formato establecido
para ello, delimitando responsabilidades y los puntos vulnerables para su
adecuado control anexándose el manual de procedimientos operacionales.
The present work is carried out in the Direction of Human resources of the UCLV with the purpose of documenting operative procedures, meaning a step more for the future implementation of a system of administration of the quality. This documentation will allow to standardize and to control the execution of the work routines, to avoid arbitrary alterations and to define the responsibilities, facilitating the audit works and of internal control. For it was necessary to carry out a theoretical explanation in the one that different concept referred to the administration of quality and human resources among other aspects that sustain the theoretical background of this work are approached. Later a diagnosis of the situation of the human resources in the university including a study of the highly qualified personnel's fluctuation that works here is carried out, detecting the main causes for the leaving of this personnel, it is also included an analysis of the process of Universalization of the teaching, their importance and influence in the human resources. The situation is also diagnosed in that is the system of administration of the Address of Human resources, with the objective of knowing the current scenario of this address. Finally the procedures are documented in the established format for it, defining responsibilities and the vulnerable points for their appropriate control being annexed the manual of operational procedures.
